NOTICE TO BIDDERS
SANGAMON COUNTY WATER RECLAMATION DISTRICT
SPRINGFIELD, ILLINOIS
TIME AND PLACE OF OPENING BIDS
Sealed proposals will be received at the Sangamon County Water Reclamation District, Spring Creek Plant, 3000 N. Eighth Street, Springfield, Illinois 62707 until 10:00 A.M. prevailing time, on Monday, November 17th, 2025, at which time said bids will be publicly opened and read.
DESCRIPTION OF WORK
The proposed WORK is officially known as the Unit Price Contract. The WORK includes establishing unit pricing for a variety of sewer rehabilitation and repair items for the purpose of issuing task orders to a contractor throughout the year. The Unit Price Contract would establish the unit prices for a period of one year, at which time a new unit price contract would be advertised to establish new pricing.

PREQUALIFICATION
All Bidders must be pre-qualified with the Sangamon County Water Reclamation District. If the bidder has not been prequalified to bid on District projects within two (2) years of the bid date, required forms must be completed in their entirety and be submitted to the Executive Director of the Sangamon County Water Reclamation District by 4:30 PM, prevailing time, seven (7) days prior to the bid opening date (accepted until, and including, November 10th, 2025.)
Submission of the requested documents does not guarantee a bidder will be prequalified with the District. If not prequalified, the bidder will be notified and no bids will be accepted by non-prequalified bidders.
PREBID MEETING
A mandatory pre-bid meeting will be held at 10:00 A.M., prevailing time, on Thursday, October 30th, 2025, at the Sangamon County Water Reclamation District, Spring Creek Plant, 3000 N. Eighth Street, Springfield, Illinois 62707. The purpose of this meeting is to:
Discuss the bidding requirementsReceive any questions regarding the Plans, Specifications and the Project in general.
PROPOSALS
Proposals must be on forms furnished by the Engineer.
If a Contractor submits a bid for the proposed Work, the Contractor will automatically be on the list to be selected for future task orders under this Unit Price Contract. There is no guarantee that a Bidder will be selected for the Work during the Contract. The Contract length is three hundred and sixty-five (365) calendar days from the date of Letter of Established Unit Prices.
Proposals do not require accompaniment by a cashier's check, certified check, or bid bond for this Contract.
Project Labor Agreement and Responsible Bidder Ordinances shall apply and be completed as part of the Unit Price Contract.
The Sangamon County Water Reclamation District reserves the right to waive or not to waive any irregularities in the bids, to reject any or all bids, to select which bidding contractor will have first opportunity to work on future task order(s), and to select multiple contractors on one future task order to address different work areas when necessary.
