NOTICE OF AGENCY ACTION TAKEN BY THE ST. JOHNS RIVER WATER MANAGEMENT DISTRICT Notice is hereby given that the St. Johns River Water Management District has issued Environmental Resource Permit No. 183026-1 on November 21, 2025, to Wolfschmid Capital Realty, LLC, 449 Deer Valley Dr, Ponte Vedra, FL 32081-8362, and National Road Safety Foundation Inc., 2804 Saint Johns Bluff Rd S, Suite 107, Jacksonville, FL 32246-3776. The project is located in St. Johns County, Section 51, Township 4 South, Range 29 East. The permit authorizes the construction and operation of a stormwater management system to serve a 5.97-acre project known as "Marsh Harbor at Palm Valley." The receiving water body is the Tolomato River. A person whose substantial interests are or may be affected has the right to request an administrative hearing by filing a written petition with the St. Johns River Water Management District ("District").
