NOTICE OF AIR QUALITY PERMIT APPLICATION
Oracle America Cloud Services, LLC announces its application to the New Mexico Environment Department for an air quality permit for the construction of its data center facility. The expected date of application submittal to the Air Quality Bureau is February 13, 2026.
The exact location for the proposed facility, known as Project Jupiter, will be 2020 Pete Domenici Blvd, 2030 Pete Domenici Blvd, 2000 Pete Domenici Blvd, and 2010 Pete Domenici Blvd in Santa Teresa, NM. The approximate location of this facility is 0.1 miles east of the intersection of Pete Domenici Blvd and Highway 9 in Doña Ana County.
The proposed construction consists of four data center buildings with a total of 19 diesel-fired emergency generators. A fuel limit will be established to limit emissions of nitrogen oxides (NOX).
The estimated maximum quantities of any regulated air contaminant will be as follows in pound per hour (pph) and tons per year (tpy) and could change slightly during the course of the Department's review:

The standard operating schedule of the facility will be from 12:00 a.m. to 11:59 p.m. 7 days a week and a maximum of 52 weeks per year. Though the facility will operate as indicated, the air emissions units are emergency diesel-fired generators that will only operate for maintenance and testing purposes, or to provide power for site operations in case of utility failure or other related on-site power failure.

Please refer to the company name and site name, or send a copy of this notice along with your comments, since the Department may have not yet received the permit application. Please include a legible return mailing address with your comments. Once the Department has performed a preliminary review of the application and its air quality impacts, the Department's notice will be published in the legal section of a newspaper circulated near the facility location.
