Notice of an Intent to Remediate
to an Environmental Standard
[Act 2 Sections 303 and 304]
Pursuant to the Land Recycling and Environmental Remediation Standards Act, the act of May 19, 1995, P.L. 4, No. 1995-2, notice is hereby given that an update to the May 2014 Notice of Intent to Remediate (NIR) for the ST-01 area of the Biddle Air National Guard Base (ANGB) located in Horsham, PA has been submitted to the Pennsylvania Department of Environmental Protection (PADEP). This NIR is intended to supplant the 2014 NIR, to be consistent with the Act 2 regulations which defines a site as "The extent of contamination originating within the property boundaries and all areas in close proximity to the contamination necessary for the implementation of remediation activities to be conducted under the act." The updated NIR therefore redefines the Act 2 "Site" to include the on-Base portion of ST-01 (source area) and the off-Base portion that was affected by migration of contaminants off-Base to the north. Subsequent groundwater monitoring at the Site has demonstrated the concentrations of Jet Fuel constituents in groundwater have decreased to levels lower than corresponding Statewide Health Standards (SHSs) residential Medium Specific Concentrations (MSCs). While no future redevelopment plans for the Site have been identified, ANGB will pursue closure of the Site under the residential SHS to allow for unrestricted future use. The Site is within a secure area inside the ANGB property and fenceline.
