NOTICE OF APPLICATION Notice is hereby given that Pueblo Bancorporation ("Pueblo"), a Colorado corporation, 301 W 5th Street, Pueblo, CO 81003, has applied to the Colorado Division of Banking, Department of Regulatory Agencies ("Board") and the Federal Deposit Insurance Corporation ("FDIC") for permission to acquire 100% of the voting shares of Ark Valley Bankshares, Inc. ("Ark Valley"), a Colorado corporation, 124 Colorado Ave., La Junta, CO 81050 and thereby acquire its wholly owned subsidiary, The State Bank, 124 Colorado Ave., La Junta, CO 81050. In addition, Ark Valley's bank subsidiary, The State Bank, will merge with and into Pueblo's banking subsidiary, The Pueblo Bank and Trust Company. It is contemplated that all of the offices of the above-named banks will continue to be operated. The Board and the FDIC consider a number of factors in deciding whether to approve the application. You are invited to submit written comments regarding this application to the Colorado Division of Banking, Department of Regulatory Agencies, 1560 Broadway, Suite 975, Denver, CO 80202. You are also invited to submit written comments regarding this application with the regional director (RMS) of the FDIC at 600 North Pearl Street, Suite 700, Dallas, TX 75201. The comments for the FDIC must be received by February 15, 2026. The FDIC will consider all comments received during the comment period. The non-confidential portions of the application are on file in the FDIC regional office and are available for public inspection during regular business hours.
