NOTICE OF DETERMINATION TO CONSTRUCT ADDITIONS AND IMPROVEMENTS TO THE OTTERBEIN SEWAGE WORKS AND THE ADOPTION AND PURPORT OF THE ORDINANCE AUTHORIZING SAME
Property owners, ratepayers and other interested parties in or served, or to be served by the sewage works of the Town of Otterbein ("Town") are hereby notified that on June 4, 2026, the Town Council adopted Ordinance No. 2026-0521A ("Ordinance"), thereby determining to construct additions and improvements to the Town's sewage works consisting of the rehabilitation and CIPP lining of sections of sanitary sewers and manhole rehabilitation in the collection system and improvements to the wastewater treatment plant, pursuant to plans and specifications prepared by the consulting engineers employed by the Town and as further set forth in Exhibit A to the Ordinance ("Project").
The maximum estimated cost of the Project is $2,000,000. The Ordinance further directed that the cost of the Project be financed by the issuance of revenue bonds, in one or more series, in an aggregate principal amount not to exceed $2,000,000, which bonds will be payable solely from the net revenues of the sewage works, on a parity with the Outstanding Bonds (as defined in the Ordinance). The bonds shall be sold at a private sale to the Indiana Bond Bank or at a public sale pursuant to IC 5-1-11 at an interest rate not to exceed seven percent (7%) per annum and shall mature over a period not to exceed twenty-five (25) years after their date of issuance. Copies of the plans, specifications, cost estimates and of the Ordinance are on file in the office of the Clerk-Treasurer and are available for inspection by any interested parties during regular business hours. Objections to the Project and the bonds may be filed in the time and manner provided by the Indiana Code, Title 36, Article 9, Chapter 23.
