Notice of Disposal of Special Education Records
Buncombe County Schools will be discarding Special Education records for former students with a date of birth prior to 2003 in accordance with federal and state policy. Special Education records which have been collected by the Buncombe County School District related to the identification, evaluation, educational placement, or the provision of Special education in the district, must be maintained under state and federal laws for a period of five years after Special Education services have ended for the student, Special Education services end when the student is no longer eligible for services, graduates, completes his or her educational program at age 22, or moves from the district.
Records may contain information useful for social security benefits, rehabilitation services, or other purposes. If you wish to maintain this information for your personal records, parents, surrogate parents, and eligible students may request the record prior to disposal by calling Special Services at 828-255-5972 before September 26, 2025. Records may be picked up with at the Buncombe County Board of Education Office located at 175 Bingham Road during the month of March 2026. Photo ID will be required to receive records. Unclaimed records with a date of birth of 2003 and prior will be disposed in accordance with federal and state law after October 1, 2025.
