Notice of Floodplain Encroachment for the Proposed
Development at Cincinnati Municipal/Lunken Field Airport, Cincinnati, OH
The Cincinnati Municipal/Lunken Field Airport (LUK) has the following proposed projects with development resulting in local floodplain encroachment:
Reconstruct Taxiway A – The proposed project is the reconstruction of parallel Taxiway A and the rehabilitation of related taxiway lighting and taxiway signage.
Reconstruct Taxiway D - The proposed project is the reconstruction of Taxiway D and the rehabilitation of related taxiway lighting and taxiway signage.
Hangar 3 Demolition – The proposed project is the demolition and removal of Hangar 3.
The environmental review, consultation, and other actions required by applicable federal environmental laws for these projects have been carried out according to FAA Order 1050.1G. Per Order 1050.1G and Executive Order 11988, Floodplain Management, LUK and the Federal Aviation Administration (FAA) have determined the proposed projects are located within the 100-year floodplain. Although the proposed projects would occur within a 100-year floodplain, the projects would not change the flow of water or the airport's ability to manage flood waters as the proposed projects which include new develoment would tie into existing drainage infrastructure and drainage basin, both components of the existing airport-wide stormwater management system.
Therefore, impacts on the floodplain are anticipated to be negligible. The encroachment will not impact existing infrastructure, will not have adverse impacts to the floodplain's natural and beneficial values, will not have a high probability of loss of human life, safe airport operations will not be affected, and aircraft services will not be interrupted. As these facilities are airfield dependent and existing infrastructure, there is no practicable alternative for locating the projects outside of the floodplain.
Categorical Exclusion (CATEX) documents were prepared as part of the FAA National Environmental Policy Act (NEPA) review for the listed proposed projects. The FAA approved the CATEX documents with a Finding of No Further NEPA Review Required. The projects are categorically excluded per FAA Order 1050.1G.
