NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

On or about April 3, 2026, the City of Lafayette, acting as lead agency for the Lafayette Housing Consortium, will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of HOME Investment Partnerships Program (HOME) funds under Section 288 (42 U.S.C 12838) of Title II of the Cranston-Gonzalez National Affordable Housing Act, as amended, to undertake projects known as housing rehabilitation and construction, and Homeownership Activities for the purpose of supporting affordable, quality housing, in the amount of approximately $600,000. The project will be located in Tippecanoe County, Indiana.
Project Title: Historic Jeff Centre – PY 25
Purpose: To rehabilitate affordable senior housing within Tippecanoe County, Indiana.
Location: 619 N. 9th Street, Lafayette IN, 47904
Project Description: This project is the rehabilitation of the former Jefferson High School. The project will undergo extensive exterior building renovations, as well as interior unit renovations. To date, repairs and renovations have been made on an as-needed-basis, so the equipment and finishes vary from unit-to-unit. As each unit will have its specific needs addressed, all residents will be impacted by the project.

Estimated Project Cost: $ 12,356,592 Total / $600,000 HOME
The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. An Environmental Review Record (ERR) that documents the environmental determinations for these projects is on file at the Lafayette Housing Authority. Copies of the Environmental Review Record will be available for review at the office with advance request. Electronic copies of the ERR will be available upon request. PUBLIC COMMENTS
Any individual, group, or agency may submit written comments, by e-mail, on the ERR to the Lafayette Housing Authority for the Lafayette Housing Consortium's HOME Program at HOME@lha.lafayette.in.gov. All comments received by 4:30 p.m. on April 18, 2026 (15 days), will be considered by the City of Lafayette prior to authorizing submission of a request for release of funds.
ENVIRONMENTAL CERTIFICATION
The City of Lafayette certifies to HUD that Tony Roswarski, in his capacity as Mayor, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Lafayette to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of funds and the City of Lafayette's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Lafayette; (b) the City of Lafayette has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs, or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be e-mailed to HUD administration cpdrrofind@hud.gov or delivered to HUD at U.S. Department of Housing and Urban Development Office of Community Planning and Development at 575 North Pennsylvania Street, Suite 655, Indianapolis, Indiana 46204. Potential objectors should contact HUD at cpdrrofind@hud.gov to verify the actual last day of the objection period.
