
Notice of Public Hearing and Proposed Ordinance regarding a Lease Agreement with Yara North America, Inc.
NOTICE IS HEREBY GIVEN that the Board of Commissioners of the Stockton Port District will consider adoption of Ordinance No. XXX at its regular meeting on July 20, 2026, at 3:30 p.m., or as soon thereafter as the matter may be heard, at 315 Fyffe Avenue, Stockton, California 95203.
The proposed ordinance would approve a Lease Agreement with Yara North America, Inc. for the operation of a dry bulk and liquid fertilizer facility located at 3019 Navy Drive and 3031 Navy Drive on approximately 9.65 acres of Port-owned property, consisting of approximately 4.81 acres located north of Washington Street and approximately 4.84 acres located south of Washington Street.
The proposed Lease Agreement provides for:
• An initial lease term of ten (10) years;
• Two (2) additional five (5) year renewal options;
• Fair market value rent adjustments at each renewal option period; and
• Annual Consumer Price Index (CPI) rent escalations with a floor of zero percent (0%) and no cap.
The Board of Commissioners will determine if the proposed action is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301 and may authorize the filing of a Notice of Exemption.
A copy of the proposed ordinance and Lease Agreement will be available for public review beginning Thursday, July 16, 2026, at the Stockton Port District, 315 Fyffe Avenue, Stockton, California 95203, during normal business hours and online at www.portofstockton.com.
Any interested person may appear at the hearing and be heard regarding the proposed ordinance.
