
Notice of Public Hearing and Public Review to Solicit Input for
Town of Boiling Springs Community Development Block Grant Disaster Recovery (CDBG-DR) – Commercial District Revitalization (CDR) Program Applications
NOTICE IS HEREBY GIVEN that the Town of Boiling Springs has prepared an application for the North Carolina Renew CDBG-DR Commercial District Revitalization (CDR) Program. The proposed application is requesting $6,200,000 for the following proposed activities: Redevelopment of the Town Commons area including construction of commercial and public-use facilities, public gathering and event areas, streetscape and pedestrian improvements, ADA accessibility improvements, parking and circulation enhancements, utility and infrastructure improvements, landscaping, site preparation, and related public improvements and site development activities. The proposed CDBG-DR activities will not result in displacement of community residents.
The Community Development Block Grant Disaster Recovery funds are provided by the U.S. Department of Housing and Urban Development (HUD) and the Commercial District Revitalizaiton grant program is managed by the N.C. Commerce Division of Community Revitalization. The purpose of this grant program is to assist in the revitalization of Helene-impacted commercial areas located within State- and HUD- Identified Most Impacted and Distressed Counties. The minimum grant amount is $500,000 and the maximum grant amount is $10,000,000. Grant applications will be submitted to support the recovery and revitalization of storm-impacted commercial areas through a range of program eligible activities, including, but not limited to, design and construction of pedestrian infrastructure, drainage and related infrastructure improvements, and targeted remediation of damaged properties. Grant activities may include structural stabilization, façade repair, debris removal, and accessibility upgrades to address code deficiencies, eliminate blight, and restore safe, functional conditions that support business activity and economic recovery, in accordance with CDBG-DR and state program requirements. Public Hearing
Town of Boiling Springs will hold a virtual public hearing on Wednesday, May 27, 2026 at 3:00pm. This virtual hearing can be accessed through the following link: https://us06web.zoom.us/j/85480713383?pwd=x1JpcRWXnZasOQJ8xqRvWd9oVCPxZL.1. The hearing is being held in order to solicit citizen input in the development of multiple grant applications for the Community Development Block Grant Disaster Recovery – Commercial District Revitalization Program (CDR). A second public hearing will be held at a future date.
Public Review Period
Town of Boiling Springs will also solicit community input and stakeholder feedback with a 10-day public comment period to identify potential additional eligible projects and ensure funds are directed toward the most critical unmet recovery needs. The public comment period will begin on May 22, 2026 and will end on June 1, 2026. You may direct written comments, complaints or grievances to Town of Boiling Springs, Attn: Tracy Holland, Town Clerk, 114 East College Avenue, Boiling Springs, NC 28017. When submitting comments, please include reference to the "Commercial District Revitalization Program."
Persons interested in attending the hearings or reviewing documents who require interpretive assistance (i.e. – hearing impaired or non-English speaking), or other accommodation, shall notify the Town of Boiling Springs by Tracy Holland, Town Clerk. Requests for accommodations should be submitted by individuals at least 48 hours before the scheduled meeting time.
