NOTICE OF PUBLIC HEARING AND SUMMARY OF ORDINANCE
AMENDING THE SHASTA COUNTY ZONING PLAN (ZONE AMENDMENT 25-0004)
SHASTA COUNTY BOARD OF SUPERVISORS
NOTICE IS HEREBY GIVEN that a public hearing will be held in the Board of Supervisors Chambers, County Administration Center, 1450 Court Street, Room 263, Redding, California, on Tuesday, November 18, 2025, at 9:00 a.m. or as soon thereafter as may be heard, for the Board of Supervisors of the County of Shasta, State of California, to consider introducing, waiving the reading of, and enacting the following:
AN ORDINANCE OF THE BOARD OF SUPERVISORS OF THE COUNTY OF SHASTA AMENDING ORDINANCE NUMBER 378, THE ZONING ORDINANCE OF THE COUNTY OF SHASTA, A PORTION OF THE ZONING PLAN
(ZONE AMENDMENT 25-0004 – STEPHENS)
NOTICE IS FURTHER GIVEN that, at this public hearing, all interested persons may appear and be heard thereon.
SUMMARY OF THE PROPOSED ORDINANCE: The proposed ordinance would amend of the zoning the Planned Development (PD) zone district to the Interim Residential (I-R) zone district for approximately 123 acres consisting of two parcels and a portion of a third parcel that are located adjacent to the west side of Rhonda Road and approximately 650 feet south of the intersection of Lynn Hart Drive and Rhonda Road, Cottonwood, CA 96022, being that portion of Section 35 of T.30N., R.4W. described as Lot 1, Lot 2, and a portion of Lot 3 of the Westlake Village North Subdivision (Parcel Map 816-78 at 24PM123) and further referenced as (Assessor's Parcel Numbers (APN's) 086-080-010, 086-080-024, 086-080-025, 086-080-026, and 086-080-027 as those APN's are assigned for purposes of the 2025 Regular Assessment Roll).
To amend the zoning of the project site from a Planned Development (PD) zone district that was specifically adopted to facilitate the approval of a 102-lot subdivision that has since expired to an appropriate zone district in recognition of the expiration of the subdivision approval and the associated subdivision design and allow future development consistent with the proposed Interim Residential (I-R) zone district.
CEQA DETERMINATION: The Board of Supervisors will also consider the finding that the ordinance is not subject to the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section 15061(b)(3).
GENERAL PLAN CONSISTENCY: The Board of Supervisors will also consider finding that the proposed I-R zone district is consistent with the Suburban Residential (SR) General Plan land use designation and does not conflict with any General Plan objectives or policies.
All proposed actions are subject to amendment or modification by the Board of Supervisors.
All interested parties are encouraged and invited to submit written comments regarding the proposed environmental finding and/or the merits of the proposed ordinance prior to the hearing or participate in the public hearing.
