NOTICE OF PUBLIC HEARING
FOR MICHIGAN COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDING FOR CONSTRUCTION OF 5 SINGLE FAMILY DETACHED HOMES ON THE FORMER SITE OF LESLIE HIGH SCHOOL
NOTICE IS HEREBY GIVEN that City of Leslie, will conduct a public hearing on July 21st, 2026 at 7:00 PM at Leslie City Offices, 602 W. Bellevue Street Leslie, MI 49251.
The purpose of this public hearing is to afford citizens an opportunity to examine and submit formal comments on the proposed application for a Community Development Block Grant (CDBG). The grant application is being submitted to the Michigan State Housing Development Authority (MSHDA).
The City of Leslie proposes to access CDBG funds in the exact amount of $590,000 to fund the Leslie Single Family Homes project. The scope of the grant activity involves the construction of 5 single family detached homes by Capital Area Housing Partnership (a nonprofit Community Based Development Organization) which will sell each completed home to households earning no more than 80% of Area Median Income (AMI). The purchasers will need to be "owner occupants" and they will need to comply with resale restrictions due to public funding being used to support the construction of the houses. The houses will be designed and constructed so they are "visitable" for people with physical disabilities. The houses will also be energy-efficient and will include Energy Star appliances.
The federal CDBG funds will be used in conjunction with matching grant funds in the amount of: $500,000 from Ingham County (on behalf of its Housing Trust Fund) and $165,000 from the Ingham County Land Bank. In addition to these grant-sourced funds, Capital Area Housing Partnership (CAHP) will assist homebuyers access mortgages plus down payment and closing cost assistance (if needed) to complete the purchase of their new home. The total anticipated project cost will be approximately $400,000 per house ($2,000,000 for all 5 houses).
Required Program Disclosures & Impact:
• Low-to-Moderate Income Benefit: All program activities, upon final completion, will benefit low- to moderate-income (LMI) households. It is anticipated that 100% of the total funds will directly benefit LMI households.
• Displacement Statement: Zero (0) persons will be permanently displaced or relocated as a direct result of these proposed activities. The program is designed to create new housing and does not involve occupied demolition nor property acquisition.
• Public Review of Documents: Further detailed information, including a complete copy of the City of Leslie's local community development plan and the draft CDBG application, is available for public inspection. Submission of Public Comments:
Citizens are encouraged to attend the public hearing to voice comments in person. Written comments regarding the application will also be accepted through July 20, 2026.
