NOTICE OF PUBLIC HEARING ON NP 112 NORTH COURTLAND STREET LLC APPLICATION FOR CONDITIONAL USE FOR LAND DEVELOPMENT OVER ONE ACRE, TO RENOVATE TWO FLOORS AND ADDITION OF TWO FLOORS FOR 12 APARTMENTS AT 112 NORTH COURTLAND STREET, EAST STROUDSBURG, PA The East Stroudsburg Borough Council will hold a Public Hearing on Tuesday, May 5, 2026, at 7:30 PM, during the Regular Meeting of Borough Council, at the East Stroudsburg Borough Municipal Building, 24 Analomink Street, East Stroudsburg, Pennsylvania, on the Conditional Use Application of NP 112 North Courtland LLC, of the property located at 112 North Courtland Street, East Stroudsburg, PA 18301, Tax Code Number 05-4.1.5.20, Tax Parcel Identification Number 05730116845841, in the C-1B Community Commercial Zoning District. The Conditional Use Application seeks the following: Approval pursuant to Section 157-39. F (Conditional Use of land development greater than one acre) and the Table of Use Regulations for the C-1B-1 Zoning District, for the application to renovate the existing two floors of the building and add two additional floors of 12 new apartments. No earth disturbance is contemplated. The 1.71-acre property has 83 existing parking spaces. The parcel is accessed via East Broad Street and is commonly known as the former RKR Hess Building. The hearing is open to the public. All interested parties are welcome to attend and will have an opportunity to be heard. After the hearing, and during the continuance of the meeting, the Borough Council will, if in order, consider and vote upon the Application as well as conduct any other business which may come before the Borough Council at that time. The Conditional Use Application may be examined without charge or obtained for a charge not greater than the actual cost of reproduction thereof at the East Stroudsburg Borough Municipal Building, 24 Analomink Street, East Stroudsburg, PA, during normal business hours (8:00 AM to 5:00 PM, Monday through Friday) and online on the Borough's website at www.eaststroudsburgboro.org.
