NOTICE OF PUBLIC HEARING REGARDING ADOPTION OF THE 2025 AMENDMENT OF Title 5, Division 2, Chapters 2 and 7, and Adding Chapter 16 Regarding Recovered Organic Waste Product Procurement NOTICE IS HEREBY GIVEN that at their regular meeting on December 9, 2025, the Board of Supervisors of the County of San Joaquin is scheduled to adopt the following ordinance: The proposed ordinance includes amendments to several sections of Title 5, Division 2. Section 5-2202 would require payment of outstanding debts before license issuance, establish a one-year initial license term, allow two-year renewals for licensees in good standing, and require delivery of solid waste from unincorporated areas and contracted cities to County-owned facilities. Section 5-2204 would eliminate the exemption for State-certified recyclers, requiring all collectors to obtain a local recycling license. Section 5-2205 would be recodified into a new section and require management fees to be paid within 30 days after each calendar quarter. Section 5-2702 would clarify that County-owned solid waste sites must be used unless otherwise authorized by the Director of Public Works. A new Chapter 16 would establish a Recovered Organic Waste Product Procurement Policy defining eligible products, quality standards, and recordkeeping requirements to meet State procurement goals.
