NOTICE OF PUBLIC HEARING
HORIZON REGIONAL MUNICIPAL UTILITY DISTRICT (the "District") will hold a PUBLIC HEARING on THURSDAY, NOVEMBER 20, 2025 at 6:00 P.M. at the office of the District, 14100 Horizon Blvd., Horizon City, Texas 79928 to consider the following Petitions for Exclusion of Land from the District as filed by Gustavo Jimenez, Member/Manager of RE ORION LLC. The property to be excluded is described as: Parcel 1: Being the West ½ of the Northwest ¼ of the Northwest ¼ of the Southwest ¼ of Section 17, Block 79, Township 3, of the Texas and Pacific Railroad Company Surveys, El Paso County, Texas. Parcel 2: Being the East ½ of the Northwest ¼ of the Northwest ¼ of the Southwest ¼ of Section 17, Block 79, Township 3, of the Texas and Pacific Railroad Company Surveys, El Paso County, Texas; and another filed by Michael Livingston, President of Rock House Joint Venture. The property to be excluded is described as: Parcel 1: Being the West ½ of the Northeast ¼ of the Northwest ¼ of the Southwest ¼ of Section 17, Block 79, Township 3, of the Texas and Pacific Railroad Company Surveys, El Paso County, Texas. Parcel 2: Being the East ½ of the Northeast ¼ of the Northwest ¼ of the Southwest ¼ of Section 17, Block 79, Township 3, of the Texas and Pacific Railroad Company Surveys, El Paso County, Texas. Parcel 3: Being the West ½ of the Northwest ¼ of the Northeast ¼ of the Southwest ¼ of Section 17, Block 79, Township 3, of the Texas and Pacific Railroad Company Surveys, El Paso County, Texas. Parcel 4: Being the East ½ of the Northwest ¼ of the Northeast ¼ of the Southwest ¼ of Section 17, Block 79, Township 3, of the Texas and Pacific Railroad Company Surveys, El Paso County, Texas.
Copies of the Petitions may be reviewed at the District's Office during normal business hours. Any person wishing to voice his/her opinion in favor of or in opposition to the Exclusion of Land from the District is invited to be present and will be heard. All interested property owners have the right to present petitions for exclusion of land or other property in accordance with the provisions of the Texas Water Code and may offer evidence in support of any petition or contesting any petition. Written comments will be accepted and considered on or before the date of the Public Hearing. After all persons have been heard, the Board of Directors of the District may approve the Exclusions of Land from the District or may change or modify or deny the Exclusions of Land from the District based on the evidence presented.
