Notice of Public Hearing
On Thursday, November 13, 2025, commencing at 11 a.m. Eastern time, a telephonic public hearing pursuant to Section 147(f) of the Internal Revenue Code of 1986 (the "Code") will be held on behalf of the Mayor of the City of Jacksonville, Florida (the "Mayor").

The public hearing will be held on behalf of the Mayor to consider the approval of a proposed issuance by the Indiana Finance Authority (the "Indiana Issuer"), of its qualified 501(c)(3) bonds, as defined in Section 145 of the Code, for hospitals or other healthcare facilities, in one or more series, in an aggregate principal amount not to exceed $1,407,000,000 (the "Bonds"). The proceeds of the Bonds will be loaned to Ascension Health Alliance d/b/a Ascension ("Ascension"), a Missouri not-for-profit corporation and an organization described in Section 501(c)(3) of the Code, which will use a portion of the proceeds in the amount not to exceed $180,000,000 to finance (including reimburse) or refinance the acquisition, construction, equipping, repair, restoration, reconditioning, remodeling and/or installation of certain capital improvements to certain hospital, health facilities and related facilities, including land, at the following locations (collectively, the "Jacksonville Projects"):
the campus of Ascension St. Vincent's Riverside, generally located at 1 Shircliff Way, Jacksonville and generally bounded by Powell Place, St. Johns Avenue, King Street, Riverside Avenue, Stockton Street, and the St. Johns River ($140,000,000 maximum principal amount);
the campus of Ascension St. Vincent's Southside Hospital, generally located at 4201 Belfort Road, Jacksonville and generally bounded by Belfort Road, Gate Parkway West, and Florida Highway 202 ($20,000,000 maximum principal amount); and
for Ascension St. Vincent's Emergency Department, generally located at 12525 Beach Blvd, Jacksonville ($20,000,000 maximum principal amount).
The Jacksonville Projects are owned and/or principally used by St. Vincent's Medical Center, Inc. and/or St. Luke's - St. Vincent's HealthCare, Inc., each of which is a Florida not-for-profit corporation and an organization described in Section 501(c)(3) of the Code, and an affiliate of Ascension.
The remainder of the proceeds of the Bonds will be used by other affiliates of Ascension for projects located in other jurisdictions in the state of Florida, as well as the states of Indiana, Illinois, Kansas, Maryland, Oklahoma, Tennessee, Texas and Wisconsin.
The Bonds and the interest thereon shall not constitute an indebtedness or pledge of the general credit or taxing power of the City of Jacksonville and Duval County, the State of Florida, the State of Indiana, or any political subdivision or agency of any of the foregoing.
