NOTICE OF PUBLIC HEARING
SHASTA COUNTY AIR POLLUTION CONTROL BOARD
NOTICE IS HEREBY GIVEN that a public hearing will be held in the Board Chambers located at 1450 Court Street, Suite 263, Redding, California, on Tuesday, April 21, 2026, at 8:30 a.m., or as soon thereafter as may be heard for the Shasta County Air Pollution Control Board, County of Shasta, State of California, to:
1) Consider and receive public testimony on the 2024 Annual Report on implementation of the Air Toxics "Hot Spots" Information and Assessment Act of 1987 (AB 2588) as required by California Health and Safety Code Section 44363(b). The annual report includes updates to the program and assesses toxic air emissions from facilities reporting under the "Hot Spots" Program within the Air Quality Management District (District).
2) Receive public testimony on the proposed adoption of the Northern Sacramento Valley Planning Area 2024 Triennial Air Quality Attainment Plan (Plan) and Triennial Progress Report (Progress Report) as required by California Health and Safety Code Sections 40924(c), 40925(a), 40918.5, and 40918.6. The Plan is applicable to the following counties lying in the northern portion of the Sacramento Valley: Butte, Colusa, Glenn, Shasta, Sutter, Tehama, and Yuba Counties.
The Plan and Progress Report summarize the adoption status of feasible control measures listed in the 2021 Attainment Pion and proposes an updated list of control measures for the three-year period of 2022 through 2024. The document also provides useful information on area designations, emission inventories, air monitoring results, transport of pollutants, and public education efforts.
The District has determined that this action on the Plan involves procedures for protection of the environment, which will enhance a natural resource. The action is Categorically Exempt from the California Environmental Quality Act (CEQA) under Section 15308.
Copies of the AB 2588 Annual Report and the Northern Sacramento Valley Planning Area 2024 Triennial Air Quality Attainment Plan, Progress Report, and CEQA Exemption are available for public inspection online at https://www.shastacounty.gov/air-quality/page/public-notices or at the District Office, Monday through Friday, 8:00 a.m. to 5:00 p.m., located at 1855 Placer Street, Suite 101, Redding, CA 96001.
All interested parties are encouraged and invited to submit written comments regarding the proposed action prior to the hearing or participate in the public hearing.
