NOTICE OF PUBLIC HEARING
SHASTA COUNTY HOUSING AUTHORITY
NOTICE IS HEREBY GIVEN that a public hearing will be held in the Board of Supervisors Chambers, County Administration Center, 1450 Court Street, Suite 263, Redding, CA, on Tuesday December 9, 2025, at 9:00 a.m., or as soon thereafter as may be heard, for the Shasta County Housing Authority, which serves Shasta, Trinity, Siskiyou, and Modoc Counties, to consider the Shasta County Housing Choice Voucher Administrative Plan (Administrative Plan).
Public Housing Authority's (PHA) public hearing will also consider finding that adoption of the amended Administrative Plan would not be subject to, or is exempt from, the California Environmental Quality Act (CEQA) (the Administrative Plan is not a project as defined by CEQA Guidelines section 15378 and is exempt from CEQA pursuant to CEQA Guidelines section 15061(b)(3) since there is no possibility the activity in question may have a significant effect on the environment), or the National Environmental Protection Act, Title 24 CFR § 58.34(a)(1) and (a)(3) (administrative and planning or strategy activity).
SUMMARY OF PROPOSED PLAN: The current Administrative Plan must be updated in accordance with Housing Opportunity Through Modernization Act (HOTMA) and National Standards for the Physical Inspection of Real Estate (NSPIRE). HOTMA made significant changes to the statutes that govern U.S. Department of Housing and Urban Development (HUD) programs, including the authorizing statutes for the Housing Choice Voucher (HCV) and Project Based Voucher (PBV) programs found in Section 8 of the United States Housing Act of 1937 (42 U.S.C. 1437f). HUD implemented several of HOTMA's HCV and PBV provisions through Federal Register notices issued in 2016 and 2017. On May 11, 2023, HUD published the final rule "Economic Growth Regulatory Relief and Consumer Protection Act: Implementation of National Standards for the Physical Inspection of Real Estate" (88 FR 30442) to align expectations of housing quality and consolidate inspection standards across HUD programs. This final rule establishes a new approach to defining and assessing housing quality: NSPIRE. This rule is part of a broad revision of the way HUD-assisted housing is inspected and evaluated. The purpose of NSPIRE is to strengthen HUD's physical condition standards and improve HUD oversight through the alignment and consolidation of the inspection regulations used to evaluate HUD housing across multiple programs. This final rule also incorporates provisions of the Economic Growth and Recovery, Regulatory Relief and Consumer Protection Act that will reduce administrative burden on small rural public housing authorities.
