Notice of Receipt of Unsolicited Public Private Partnership Proposal The Commonwealth of Kentucky has received an unsolicited proposal from Johnson Controls, Inc. for a major infrastructure project at the Kentucky Exposition Center. The proposal calls for a new Central Utility Plant (CUP) and related improvements, along with long-term facility management services designed to improve energy efficiency, reduce operating costs, and modernize building systems across Kentucky Venues facilities. The project would be delivered through a public-private partnership (P3) model, where the private partner would assume responsiblity for financing, construction, operations and maintenance under a long-term agreement. Because the estimated value of the project exceeds $25 million, the Commonwealth is required to post notice for a a period of 90 days to allow for submission of competing proposals.
