Notice of Receipt of Unsolicited Public Private Partnership Proposal
The Commonwealth of Kentucky has received an unsolicited proposal from Johnson Controls, Inc. for a major infrastructure project at the Kentucky Exposition Center.
The proposal calls for a new Central Utility Plant (CUP) and related improvements, along with long-term facility management services designed to improve energy efficiency, reduce operating costs, and modernize building systems across Kentucky Venues facilities. The project would be delivered through a public-private partnership (P3) model, where the private partner would assume responsiblity for financing, construction, operations and maintenance under a long-term agreement.
Because the estimated value of the project exceeds $25 million, the Commonwealth is required to post notice for a a period of 90 days to allow for submission of competing proposals. A more comprehenisve version of this notice may be found on the Kentucky Venues website at: kyvenues.com

This notice does not mean the project has been approved or awarded. At the end of the notice period, the Commonwealth will evaluate the original submission and any competing proposals to determine whether to move forward with a competitive procurement process.
