NOTICE OF RULE DEVELOPMENT AND NOTICE OF PUBLIC WORKSHOP FOR RULE DEVELOPMENT; GATEWAY SERVICES COMMUNITY DEVELOPMENT DISTRICT
In accord with Chapters 190 and 120, Florida Statutes, the Gateway Services Community Development District ("District") hereby gives notice of rule development, a public workshop for rule development and its intention to develop Chapter VII of the District's rules regarding parking and towing on the District's parking facilities and other District property; to establish and designate District parking facilities, and establish a fee schedule for resident and non-resident use of District parking facilities. The District is holding a rule development workshop ("workshop") on February 5, 2026 at 2:00 p.m., at the District offices at 13240 Griffin Drive, Ft. Myers, Florida, 33913. The purpose of this workshop is to present the District's proposed rule and receive public input on the development of the proposed rule. The purpose and effect of the proposed rule is to provide for efficient and effective District operations and use of District facilities and to recover the cost to operate and maintain District facilities. Specific legal authority for the proposed rule includes Sections 190.011(5), 190.011(10), 190.011(15),(16), 190.012(1)(h), 190.012(2)(a), 190.012(2)(d), 190.012(3), 190.035, 190.037, 190.041, 120.54, 120.81, and 715.07, Florida Statutes (2025), or as listed in the rule. The laws implemented by the proposed rule include, but are not limited to, Sections 190.011(5), 190.012(1)(h), 190.012(2)(d), 190.012(3), 190.035, 190.037, 190.041 and 715.07. The agenda for the workshop may also be obtained by going to the District's website one week before the workshop. The workshop once convened, may be continued to a date and time certain, publicly announced with a notice of the continued location, date and time thereafter posted on the District website. At times, members of various committees or subcommittees established by the Board of Supervisors may be present at meetings of the Board of Supervisors and the members of those committees or subcommittees may participate at meetings of the Board of Supervisors as to matters being heard by the Board of Supervisors. Such committees include but are not limited to: Pelican Preserve Advisory Committee, Parks and Recreation Advisory Committee, and any other committee or subcommittee that may be established by the Board of Supervisors of the District. Pursuant to provisions of the Americans with Disabilities Act, any person requiring special accommodations to participate in these meetings is asked to advise the District Office at (239) 561-1313, at least 48 hours before the meetings. If you are hearing or speech impaired, please contact the Florida Relay Service at 711, who can aid in contacting the District Office. If any person decides to appeal any decision made by the Board with respect to any matter considered at these meetings, such person will need a record of the proceedings and such person may need to ensure that a verbatim record of the proceedings is made, at his or her own expense, and which record includes the testimony and evidence on which the appeal is based. Action on the proposed rule is anticipated to occur at a future Board meeting.
