NOTICE OF SECOND PUBLIC HEARING
HOLMES COUNTY PY2026 COMMUNITY DEVELOPMENT (CDBG)
and COMMUNITY HOUSING IMPACT AND PRESERVATION (CHIP) PROGRAMS
Holmes County intends to apply to the Ohio Department of Development/Office of Community Development for funding under the 2026 Community Development Block Grant Programs. The County is eligible for $168,000 under the Allocation, up to $500,000 under the Critical Infrastructure Program Program and $750,000 under the Residential Public Infrastructure Program.
Holmes County also intends to apply for the PY 2026 Community Housing Impact and Preservation Program (CHIP which may include CDBG, HOME, and OHT funds) competitive grant administered by Ohio Development Services Agency/Office of Community Enhancements (ODOD/OCE). Holmes County is eligible to apply for $400,000.
On Thursday, March 12, 2026, the County conducted the first public hearing to inform citizens about these grant programs, how they may be used, what activities are eligible, and other program requirements. Based on both citizen input and local officials' assessment of the County's needs, the County is proposing to undertake applications for the following activities for the CDBG and CHIP Grant Programs:
CDBG Allocation Program:
$64,400 will be used for storm water drainage improvements along Purdy Road in Glenmont (this project qualifies under the National Objective: Area Benefit to Low-to-Moderate Income Persons)
$70,000 will be used to replace windows at the Holmes County Home (this project qualifies under the National Objective: Limited Clientele: Elderly Persons)
$33,600.00 will be used for administration and implementation of the projects, as well as the required Fair Housing program.
Residential Public Infrastructure Program:
$720,000.00 will be spent on Wooster Road waterline project (this project qualifies under the National Objective: Area Benefit to Low-to-Moderate Income Persons)
$30,000.00 will be used for general administration and implementation of the project.
Critical Infrastructure Program:
$470,000.00 will be spent on Glenmont Storm Sewer project (this project qualifies under the National Objective: Area Benefit to Low-to-Moderate Income Persons)
$30,000.00 will be used for general administration and implementation of the project.

Rehabilitation Assistance - Owner Rehabilitation $232,000 HOME/CDBG
Repair Assistance – Owner Home Repair $120,000 CDBG/OHTF
Administration & Fair Housing $48,000 HOME/CDBG
The second public hearing will be held on Monday May 21st, 2026, at 9:30 a.m., in the Holmes County Commissioners' Office, 2 Court St. Suite 14, Millersburg, Ohio to give citizens the opportunity to review and comment on Holmes County's proposed activities.
