NOTICE OF SPECIAL DISTRICT MEETING OF THE WARWICK VALLEY CENTRAL SCHOOL DISTRICT - ORANGE COUNTY, NEW YORK

NOTICE OF SPECIAL DISTRICT MEETING OF THE WARWICK VALLEY CENTRAL SCHOOL DISTRICT - ORANGE COUNTY, NEW YORK The Board of Trustees of the Albert Wisner Public Library, One McFarland Drive, Warwick, Orange County, New York, HEREBY GIVES NOTICE that for Library purposes, a Special District Meeting of the qualified voters of the Warwick Valley Central School District will be held at the Albert Wisner Public Library, 1 McFarland Drive, Warwick, New York on the 14th day of April, 2026 beginning at 9:00 AM, prevailing time, to vote upon the propositions hereinafter set forth. Polls for the purpose of voting will be kept open between the hours of 9:00 AM to 9:00 PM prevailing time, or for so long thereafter as necessary to enable qualified voters who are in the polling place at or before 9:00 PM to cast their votes. LIBRARY TAX LEVY PROPOSITION That for the fiscal year July 1, 2026 - June 30, 2027, the Board of Education of Warwick Valley Central School District, Orange County, New York, shall be authorized to levy taxes on the taxable real property of said School District for the Albert Wisner Public Library, in the amount of $1,951,304.43 in order to fund the Library's annual operating budget. A copy of the July 1, 2026 - June 30, 2027 Albert Wisner Public Library proposed budget will be available at Albert Wisner Public Library, 1 McFarland Drive, Warwick, New York during regular Library hours and on the Library's website, www.albertwisnerlibrary.org, for a period of at least fourteen (14) days prior to said Special District Meeting. ELECTION OF TRUSTEES That pursuant to § 260 of the Education Law, one Library Trustee position for a term of five years will be elected at said Special District Meeting. Petitions to nominate candidates must be filed in the Albert Wisner Public Library between the hours of 9:00 A.M. and 5:00 P.M., not later than March 13, 2026 at 5:00 PM. Nominating petitions are available at the Library and on the Library website, www.albertwisnerlibrary.org. NOTICE IS ALSO HEREBY GIVEN, that a special informational meeting of the qualified voters of said School District will be held in person only at the Albert Wisner Public Library, One McFarland Drive, Warwick, New York, on the 31st day of March at 7:00 PM prevailing time, concerning the Library Tax Levy Proposition to be submitted at the aforesaid Special District Meeting. The Library proposed budget will be available at the Library and on the Library website seven (7) days prior to the informational meeting. NOTICE IS ALSO HEREBY GIVEN, that pursuant to § 2014 of the Education Law, personal registration of voters is required, and no person shall be entitled to vote at said Special District Meeting whose name does not appear on the register of said School District or who does not register as hereafter provided, except a person who is otherwise qualified to vote and is registered under provisions of Article V of the Election Law. The Board of Registration shall prepare a register for said Special District Meeting, except that the register prepared for the last Annual Meeting or Election shall be used as the basis therefor and shall include all persons who shall have presented themselves personally for registration thereat, and also, all persons who shall have been previously registered hereunder for any Annual or Special District Meeting or Election and who shall have voted at any Annual or Special District Meeting or Election held or conducted at any time within four (4) years prior to the preparation of said year registered. NOTICE IS ALSO HEREBY GIVEN, that walk-in registration will be available at the office of the School District Clerk, West Street Extension, Warwick, New York, Monday through Friday, excluding School District holidays, from 9:00 AM to 4:00 PM, prevailing time, until and including April 9, 2026. The register prepared pursuant to § 2014 of the Education Law shall be filed in the office of the School District Clerk, West Street Extension, Warwick, New York, and will be open for inspection by any qualified voter in the district on each of the five (5) days prior to the date set for the Special District Meeting (excluding Saturdays and Sundays) between the hours of 9:00 AM and 4:00 PM, prevailing time. NOTICE IS ALSO HEREBY GIVEN, that applications for absentee ballots may be applied for at the Albert Wisner Public Library. Absentee ballots shall be provided in accordance with the policy for Absentee Ballot Voting Guidelines available at the office of the School District Clerk. Any such application must be received by the Albert Wisner Public Library at least ten (10) days before the date of the aforesaid Special District Meeting if the ballot is to be mailed to the voter, or the day before such Special District Meeting, if the ballot is to be delivered personally to the voter. A list of all persons to whom Absentee Ballots shall have been issued shall be available for public inspection in the office of the Albert Wisner Public Library not less than five (5) days prior to the day of the Special District Meeting (excluding Saturdays and Sundays) during regular office hours until the date of the aforesaid Special District Meeting. In addition, said lists shall also be posted conspicuously at the place of the voting during the hours of such Special District Meeting. Absentee ballots must be received at the Library not later than 9:00pm on the day of the vote. AND FURTHER NOTICE IS HEREBY GIVEN, that applications for early mail ballots will be obtainable at Albert Wisner Public Library on weekdays beginning March 13, 2026 between the hours of 9:00 a.m. and 5:00p.m. Completed applications must be received by the Library at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election, if the ballot is to be delivered personally to the voter. Early mail ballots must be received at the Library no later than 9:00 p.m., prevailing time, on April 14, 2026. A list of persons to whom early mail ballots are issued will be available for inspection to qualified voters of the District in the office of the District Clerk through April 13, 2026, between the hours of 9:00 a.m. and 5:00 p.m. on weekdays prior to the day set for the annual election, and on April 14, 2026.
