NOTICE TO APPLICANTS CALL FOR STATEMENTS OF QUALIFICATIONS
PROCUREMENT NO. RFQ-2026-019
2026 Technology Cabling Project
NOTICE IS HEREBY GIVEN that the San Joaquin Delta Community College District ("District"), located in San Joaquin County, California, acting by and through its Governing Board, hereby requests and will receive up to, but not later than July 1, 2026 at 2:00 pm, Statements of Qualifications ("SOQ"'s) from Design-Build Entities interested in pre-qualifying to provide Design-Build Entity Services for the public works project commonly referred to as the Technology Cabling project ("Project").
The Project is located at the District's Stockton campus, 5151 Pacific Ave., Stockton, CA 95207, and generally consists of addressing the network cabling, distributed antenna systems wiring and audio and video surveillance wiring for the legacy buildings at the District's Stockton campus that includes those structures built as part of the original Stockton campus construction in the 1970's, and accounts for all but the following five (5) buildings on the District's Stockton campus: Horton Library; Science and Mathematics Building; District Data Center; De Ricco Student Services Building; and the Center for Microscopy & Allied Science. Due to the age of the original facilities, data and other audio visual and camera system cables were placed in surface conduits throughout the buildings. It is the District's intent to bury the cables in the walls and above ceilings, or limit wire mold to achieve both a visually appealing and robust infrastructure system.
The Estimated Construction Cost of the Project is $35,000,000
A pre-SOQ submittal conference will be held at 10:00AM on June 16, 2026 at 5151 Pacific Avenue, Stockton, CA, 95207, Danner Basement, Purchasing Department. All Design-Build Entities interested in pre-qualifying to provide Design-Build Entity Services for the Project ("Applicants") shall attend.
This procurement process will take place in two steps:
Step 1 is the Request for Qualifications process that is the subject of this Notice ("RFQ").
Step 2 will be a Request for Proposals process open only to Applicants that are pre-qualified via the RFQ process ("RFP").
Upon receipt and evaluation of the SOQ's submitted in response to the RFQ, the SOQ's will be scored, evaluated and ranked with the District selecting approximately three (3) to five (5) pre-qualified Applicants, designated as "Finalists", to receive the RFP.
The documents contained in the RFQ represent only the instant pre-qualification (Step 1) component of this procurement, copies of which are now on file and may be obtained beginning May 27, 2026 via OpenGov accessed by the link below:

Applicants must be registered with OpenGov to submit their SOQ's via OpenGov and to view and download the RFQ documents. Applicants shall create a FREE account with OpenGov Procurement by signing up at https://procurement.opengov.com/signup. Once Applicant has completed account registration, Applicant should browse back to this page, click on "Submit Response", and follow the instructions to submit its SOQ.
Each SOQ submission must conform and be responsive to this Notice and the Request for Qualifications document and all the Attachments and Exhibits thereto.
The District reserves the right to reject any or all SOQ's or to waive any minor irregularities or minor informalities in the pre- qualification process. No Applicant may withdraw his/her/its SOQ after the date set for the opening of the SOQ's.
Time is of the essence. Failure to submit a SOQ within the time set forth will result in rejection of the SOQ. Design-Build Entities, as defined by Education Code Section 81701 (c), must submit completed Pre-Qualification Questionnaires with their SOQ and be pre-qualified by the District for the Project. Achieving pre-qualification status is a pre-requisite to be able to propose on/for the Project via the Request for Proposals (Step 2) process.
