NOTICE TO BIDDER BALL STATE UNIVERSITY Sealed bids to provide all equipment, labor, and material to complete a Ball State University Public Works project titled: Village Green & Martin Street Improvements will be received by Daren Shoemaker, Operations Vice President, Messer Construction Co. & June Sanders Senior Purchasing Agent, Ball State University at Purchasing Services Building, 3401 N. Tillotson Ave., Muncie, IN, Door 3 until 2:00 P.M. EDT,Tuesday, August 18, 2026. Bids will then be opened and read aloud. Meridian St Indianapolis, In 46208 Electronic Bid Documents can be viewed at the following: Messer Plan Room www.messer.com (click menu button in upper right corner and navigate to Plan Room) Scope of Work to include, but not limited to: Demolition of existing parking lots and Martin Street between University Ave and Ashland Ave., and new site improvements consisting of gas utilities, stormwater utilities, site electric, concrete curb/walks and unit pavers. Other site improvements include turf and landscaping, limestone bench seating, and site furnishings. Major scopes of work include Earthwork and Utilities, Site Electric, Concrete, Unit Pavers, and Furnishings. Each bid category is described in specification section 002413. Sealed Bids shall be properly executed, submitted on completed Bid Form (Specification Section 004100 - 5 Pages), and contain all attachments as described within the referenced Bid Form specification. Per IC 5-32 a prequalification will be required for this project. All information required to be provided by bidders is detailed on the Bid Form found in the project specification. Prequalification may be submitted separately, prior to the bid date/time, to Daren Shoemaker at dshoemaker@messer.com or may be contained within the sealed bid. The Bid and any other documents required to be submitted with the Bid shall be enclosed in a sealed opaque envelope marked SEALED BID. The envelope shall be addressed to Ball State University Purchasing Services regarding Village Green & Martin Street Improvements identified with the Bidder's name and address. If the Bid is sent by mail, the sealed envelope shall be enclosed in a separate mailing envelope marked "SEALED BID ENCLOSED" on the face thereof. Tillotson Ave Muncie, IN 47306 The contractor awarded the work may be required to furnish an acceptable surety bond in the full amount of the contract. Messer Construction Co. and Ball State University reserve the right to reject any bids or all bids, to make any combination thereof, to waive any informality therein, and to return any unopened bids received after the time fixed herein. Furthermore, the owner shall have the right to waive informalities and irregularities in a bid received and to accept the bid which, in the Owner's judgement, is in the Owner's own best interest. Bids received after the designated time for closing will be returned unopened. Bids may be withdrawn prior to the designated time, but no bids shall be withdrawn for a period of sixty (60) days thereafter. Messer Construction Co.
