NOTICE TO BIDDERS NOTICE IS HEREBY GIVEN that the Town of Lake Park, Florida will be accepting bids for: TOWN OF LAKE PARK INVITATION TO BID (ITB) #116-2026 EVERGREEN HOUSE RESTORATION and PRESERVATION Responses for this project shall be submitted and received digitally via DemandStar at www.demandstar.com before 4:00 P.M. Local Time, on Thursday, June 18, 2026. The OWNER for the Project is the Town of Lake Park. The Architectural firm for the Project is Baker Consulting & Engineering, LLC (dba Baker Design Build PROJECT OBJECTIVE: The Evergreen House dates back to 1925 as one of the original Kelsey City homes. It is a representation of the Town's history and heritage and should be preserved for future generations to see, visit and use. The Evergreen House facility is current utilized by the Town of Lake Park Historical Society. The Society holds weekly meetings and intermittent outreach programs at the building. The Town also makes the building available to the public for events and gatherings. The Society and the Town have plans to do more with the facility, but preservation improvements are needed to bring the facility into ADA compliance and to provide a safe and useful environment for activities and events. While the building currently remains structurally sound for the most part, it is in need of storm-hardening and interior improvements. The objective of this Invitation to Bid (ITB) is to secure a qualified and experienced general contractor construction company to provide construction services for the specified restoration work. Through this ITB, the Town will competitively solicit bid proposals for the proposed restoration construction work consistent with the Town's procurement policy. PROJECT SCOPE: The project scope of work consists of two phases of restoration construction work. They are: PHASE 1: Exterior Building Hardening The Phase 1, building exterior hardening consists of the following work items: Existing Roof ReplacementReplacement of Exterior Windows and Doors with Impact Rated productRepair / Replace damaged or rotted Exterior Wood FramingPressure Clean, Patch, Water-proof and Paint the Building ExteriorConstruct ADA sidewalks to provide ADA access to existing building PHASE 2: Building Interior Modifications Plumbing ImprovementsHVAC Mechanical ImprovementsElectrical ImprovementsInterior ModificationsInterior / Exterior Repairs as a result of Improvement Work Invitation to Bid documents are available through the DemandStar website at www.demandstar.com. Questions, and all responses will be provided to all bid holders. NON-MANDATORY PRE-PROPOSAL CONFERENCE A Non-Mandatory Pre-Proposal Conference meeting will be held on Wednesday, June 03, 2026 at 11:00 a.m., Local Time, at the Town of Lake Park Commission Chambers, located at 535 Park Avenue, Lake Park, Florida, 33403. This meeting will provide a brief description of the project and the project scope and answer questions regarding the project and the ITB to facilitate a responsive and responsible response. Immediately following the pre-proposal conference meeting, interested firms will have an opportunity to inspect the project site and Evergreen House building and familiarize themselves with the requirements in order to ensure all items affecting project costs are reviewed and considered. No Bids may be withdrawn for a period of ninety (90) days after the scheduled closing date for the receipt of bids. The cost of Bid preparation is considered an operational cost of Bidders and shall not be passed on or borne by the Owner. For bid proposal pricing exceeding one hundred thousand dollars ($100,000.00) a Bid Bond in a sum not less than five percent (5%) of the amount of the bid, made payable to the Town of Lake Park, shall accompany each Bid as a guarantee that the bidder will not withdraw from the competition after the opening of Bids. A digital copy of the signed and sealed Bid Bond shall be included with required bid documents as submitted via www.demandstar.com. The sureties for the Bid Bond and Public Construction Bond must be an entity included in the most recent United States Department of Treasury list of acceptable sureties and be authorized to issue surety bonds in Florida. Bid Security shall be in a single acceptable instrument. The Successful Bidder, who is awarded the contract, will be required to furnish an original bid bond, as well as the Public Construction Performance and Payment Bonds in the full contract amount in accordance with Florida Statutes 255.05, as amended, and to submit a Certificate of Insurance demonstrating conformance with the Contract Documents. Failing to do so may result in the Owner retaining the Bid Security as agreed upon liquidated damages. Bids shall be prepared, addressed and submitted in compliance with detailed instructions as set forth in the Instructions to Bidders. The Town of Lake Park reserves the right to reject any or all Bids in whole or in part, with or without cause, to waive irregularities, variances, deviations, technical errors and informalities to the extent permitted by law, or to accept the Bid which in its judgment best serves the public interest.
