Notice to Bidders
NOTICE OF RECEIVING BIDS
Notice is hereby given that Penn–Harris-Madison School Corporation will receive bids until 10:00 a.m. (local time) April 2, 2026 for the following Projects:
2026 Capital Improvement Projects
Project A: Meadow's Edge Elementary School Playground Resurfacing
Project B: Northpoint Elementary School Asphalt
Bids shall be delivered to the Support Services Center (Maintenance Building), 55910 Bittersweet Road, Mishawaka, IN 46545. Bid envelopes shall be clearly marked to the attention of Mr. Jason Messner, Director of Facilities. Contract Documents have been prepared by DLZ Indiana, LLC, 2211 East Jefferson Blvd., South Bend, Indiana 46615 and includes the following work:
Project A – Meadow's Edge Elementary School Playground Resurfacing: Crack fill and seal the asphalt playgrounds on the west and south sides of the elementary school and install new pavement markings.
Project B: – Northpoint Elementary School Asphalt: Replace full depth asphalt at the west and east parking lots. Mill and overlay the drive between the Northpoint Elementary School parking lot and the Mary Frank Elementary School parking lot. Install new pavement markings including additional ADA spaces and standard parking spots in place of the existing bus parking spots. Remove and replace existing speed bumps and sections of deteriorated curb and/or sidewalk.
All work is more particularly described in Contract Documents that are on file and available during regular business hours on or after March 19, 2026.

Bidders may also log on to ARC Document Solution Public Plan Room at https://customer.e-arc.com/arcEOC/Secures/PWELL_PrivateList.aspx?PrjType=pub, to place an order, view plans and specifications, as well as the Bidder's List. Bidder's may choose their method of shipment via UPS, Federal Express, or Courier Service and must include their UPS or Federal Express Shipper Account Number. The Bidder will be billed directly for the direct cost for printing and shipping.
A non-mandatory pre-bid meeting will be conducted on March 24, 2026 at 10:00 am at the Support Services Center (Maintenance Building). Bidders may walk through the facility by appointment only; notify Mr. Jason Messner at Penn-Harris-Madison School Corporation to arrange specific time and date, tele: 574-367-3424. Bids shall be properly and completely executed on the Bid Form provided and accompanied by a non- collusion affidavit, Form 96 of the State Board of Accounts, and a certified check or bid bond for not less than five percent (5%) of the Bidder's total bid amount, including all alternatives bids items and other items as noted. The guarantee shall be made out to: Penn-Harris-Madison School Corporation. The successful bidder will be required to furnish Contract Performance and Payment Bonds for 100% of their contract amount prior to execution of contracts. Bonds shall be maintained in accordance with IC 36-1-12-13.1 and 36-1-12-14. Bonds shall be in full force and effect for a period of at least 12 months after the date of final completion of the Contract.
