NOTICE TO PUBLIC OF A FINDING OF NO SIGNIFICANT IMPACT ON THE ENVIRONMENT (FONSI) AND INTENT TO REQUEST RELEASE OF FUNDS

This notice shall satisfy two separate but related procedural requirements for activities to be undertaken by the Clermont County Board of Commissioners, Department of Community and Economic Development.
REQUEST FOR RELEASE OF FUNDS
On or about January 10, 2026 the Clermont County Board of Commissioners will submit a request to the U. S. Department of Housing and Urban Development (HUD) for the release of the HUD HOME Investment Partnerships Program funds under Title II of the Cranston-Gonzalez National Affordable Housing Act and HUD-Veterans Affairs Supportive Housing (HUD-VASH) funds under the Housing Choice Voucher Program to undertake the following project known as:
• The Veterans Village to be located at 2139 SR 125, Amelia, OH 45102 will contain 19 units of permanent supportive housing as well as a community center for Veterans who are either homeless or at risk of homelessness and/or suffer from disabilities. Project is funded with $1,040,000.00 in HOME funds, $5,128,256,00 in SLFRF/ARPA funds as well as additional non federal funds for a project total cost of $9,500,000.00. All 19 units will be under a 20-year Project Based Voucher (PBV) contract using HUD-VASH Vouchers administered by Clermont Metropolitan Housing Authority for at least $6,010,800. All three listed funding streams are part of the project and covered by environmental determination.
FINDING OF NO SIGNIFICANT IMPACT
The Clermont County Board of Commissioners has determined that the following projects will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the Clermont County Department of Community & Economic Development Office at the above address. The ERR is available via email by contacting at: spartin@clermontcountyohio.gov or phone at 513-732-7997.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR's to the Clermont County Board of Commissioners, Department of Community and Economic Development at spartin@clermontcountyohio.gov. All comments received by January 10, 2026 will be considered by the Clermont County Board of Commissioners prior to authorizing submission of a request for release of funds.
ENVIRONMENTAL CERTIFICATION
The Clermont County Board of Commissioners certifies to HUD that David Painter in his capacity as President, Clermont County Board of Commissioners, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Board of Clermont County Commissioners to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of s and the Clermont County Board of Commissioners certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Clermont County Board of Commissioners; (b) the Clermont County Board of Commissioners has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed electronically to CPD Director, HUD Columbus Field Office at email address: CPDColumbusRROF@hud.gov with the subject line being "ER Objection – Veteran's Village and the HUD Cleveland Public Housing Office at email address: clevelandpublichousing@hud.gov with the subject line being "ER Objection – Veteran's Village." . Potential objectors should contact the HUD Columbus Field Office and the HUD Cleveland Public Housing Office to verify the actual last day of the objection period.
