OFFERING SHEET AND NOTICE TO REQUEST BIDS FOR PROPERTY
TOWN OF SPEEDWAY REDEVELOPMENT COMMISSION
The Town of Speedway Redevelopment Commission (the "SRC") is offering the property described in Appendix 1 hereto (the "Offered Property") for sale to the successful bidder pursuant to Ind. Code 36-7-14-22 and the terms of a Request for Proposal ("RFP") dated November 21, 2025. The RFP is available at the office of the Economic Development Director Kyle Markley at 5300 Crawfordsville Road, Speedway, Indiana, 46224 or via a request by email to kmarkley@speedwayin.gov.
The bidder or bidders shall prepare a proposal/bid for the sale of all of the Offered Property. In addition to the terms of the RFP, the following terms and conditions apply to the bids:
Minimum Offering Price: Each proposal must propose a purchase price of not less than $123,500 (which amount is not less than the average of two appraisals).
Required Uses: Single-family residential structures or other uses pursuant to the terms of the RFP.
Requests for Clarifications: Interested parties intending to submit proposals who have questions or are interested in touring the Offered Property should contact Kyle Markley, Economic Development Director via email at kmarkley@speedwayin.gov. All requests for clarification of this solicitation much be received before the opening date (December 19,2025) to allow for the issuance of any addendums determined by the SRC to be necessary. Interpretations or clarifications determined necessary by the SRC will be issued by addenda mailed, emailed, or otherwise delivered to all parties recorded by the SRC as having received the proposal documents.
Conditions of Proposal Acceptance: The SRC will publicly open all written offers, and the bid price and the bidder's general plan will then be read on January 16, 2026. The SRC will then review all proposals, conduct interviews if necessary, and make an award or reject all offers pursuant to the terms of the RFP and Ind. Code 36-7-14-22.
Conditions to Sale: The SRC's obligation to convey the Offered Property to the successful bidder is subject to the conditions in the RFP.

A bid submitted by a trust (as defined in Indiana Code 30-4-1-1(a)) must identify:
(a) beneficiary of the trust; and
(b) settlor empowered to revoke or modify the trust.
