Notice is hereby given that New Hope for Families in Bloomington Indiana will accept bids until 5:00PM Eastern, on Thursday, February 26th, 2026 at New Hope for Families, where they will be reviewed and selected for the following project:

SCOPE OF WORK:
Project Summary
New Hope for Families Seeks bids for shade structures in each of our Early Learning Center's two outdoor playgrounds. Structures should be fabricated and installed before the end of 2026.
The structures should be mounted on a cantilever steel frame. The frame should be covered with architectural grade, UV-stable powder coating. The sail fabric should be made of High Density Polyethylene with an expected useful life of 10+ years with 10+ year warranty. The sails should connect to the frames with steel cable tensioning and be removable. The bidder should have the capability to produce engineered stamped drawings that meet Indiana building codes as applicable. Each sail should come in colors which match our existing sails.
BID PROCESS AND AVAILABILITY OF BID DOCUMENTS:
-New Hope for Families will accept electronic bids until Thursday February 26th, 2026 at 5:00PM via email to operations@newhope4families.org.
-New Hope will review bids and make a selection within 15 business days OR if no adequate bid is found will repost this RFP.
-Bidders should have adequate staffing, equipment, and capacity to complete the work.
-Bidders must comply with Federal Davis Bacon Wage laws.
-Bidders must be registered with SAM.gov
OTHER REQUIREMENTS:
The project's funding comes from the City of Bloomington's Community Development Block Grants (CDBG). A successful bidder must: comply with federal requirements relating to, but not limited to: Federal Civil Rights and Non-Discrimination Regulations. The successful bidder will take all necessary affirmative steps to assure that minority firms, women's business enterprise, and labor surplus area firms are used when possible. Projects will comply with Uniform Administrative and Program Management Standards in 24 CFR Parts 84 and 85 and accounting standards. The project is subject to Federal Labor Standards, including but not limited to the federal Davis-Bacon prevailing wage and benefits requirements and Bloomington's living wage ordinance. Bidding contractors must be registered with SAM.gov and may not appear on SAM's suspended or debarred list. There will be no discrimination on the basis of race, color, sex or national origin. Section 3 of the Housing and Urban Development Act of 1968, as amended, applies, requiring that opportunities for training and employment for low-income and very low- income persons be given priority if the project receives over $200,000 in HUD funds. Funds will not be used for: political activities; inherently religious activities; lobbying; political patronage; and nepotism activities. The project is subject to HUD Lead-Based Paint regulations, federal environmental regulations, and applicable historic preservation and flood disaster protection requirements and must comply with drug free workplace regulations. New Hope for Families will affirmatively ensure that in any contract entered into pursuant to this advertisement will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award.
