PROCLAMATION AND NOTICE OF ELECTION

PROCLAMATION AND NOTICE OF ELECTION Under and by virtue of Section 26, Article 10 of the Constitution and Title 70, Article XV, Oklahoma Statutes 2011, and other laws supplementary and amendatory thereto and a Resolution of the Board of Education of Independent School District Number 12 of Oklahoma County, Oklahoma, adopted on the 4th day of December, 2025, an election is hereby called to be held in said School District on the 10th day of February, 2026, for the purpose of submitting to the registered qualified electors thereof the following propositions: PROPOSITION NO.1 "Shall Independent School District Number 12 of Oklahoma County, Oklahoma, incur an indebtedness by issuing its bonds in the sum of One Hundred Thirty-Six Million Three Hundred Fifty Thousand Dollars ($136,350,000) to be issued in series to provide funds for the purpose of improving or acquiring school sites, constructing, repairing, remodeling and equipping school buildings, and acquiring school furniture, fixtures and equipment; and levy and collect an annual tax, in addition to all other taxes, upon all the taxable property in such District sufficient to pay the interest on such bonds as it falls due and also to constitute a sinking fund for the payment of the principal thereof when due, said bonds to bear interest not to exceed the rate of ten (10%) percentum per annum, payable semi-annually and to become due serially within five (5) years from their date?" The voting devices used at said election shall set out the proposition as above set forth and shall also contain the words: For the above proposition YES Against the above proposition NO PROPOSITION NO.2 "Shall Independent School District Number 12 of Oklahoma County, Oklahoma, incur an indebtedness by issuing its bonds in the sum of Three Million Six Hundred Fifty Thousand Dollars ($3,650,000) to be issued in series to provide funds for the purpose of purchasing transportation equipment, auxiliary transportation equipment and safety upgrades to certain transportation equipment; and levy and collect an annual tax, in addition to all other taxes, upon all the taxable property in such District sufficient to pay the interest on such bonds as it falls due and also to constitute a sinking fund for the payment of the principal thereof when due, said bonds to bear interest not to exceed the rate of ten (10%) percentum per annum, payable semi-annually and to become due serially within five (5) years from their date?" The voting devices used at said election shall set out the proposition as above set forth and shall also contain the words: For the above proposition YES Against the above proposition NO The polls shall be opened at seven o'clock a.m. and remain open continuously until and be closed at seven o'clock p.m. That the number and location of the polling places for said election shall be the same as the regular precinct polling places as designated for statewide and local elections by the County Election Board; or combined as authorized by statute Title 26 O.S., Section 13A-101. The persons who shall conduct said election shall be those officers designated by the County Election Board, which officers shall also act as counters and certify the election results as required by law. That the specific projects for which at least seventy (70) percent of the proceeds of the aforesaid Bonds shall be expended and the dollar amounts for each project shall be as follows: BOND SERIES 1 (Projected Total) $45,200,000 BOND SERIES 2 (Projected Total) $33,000,000 BOND SERIES 3 (Projected Total) $35,300,000 BOND SERIES 4 (Projected Total) $26,500,000 Proposition #1 Technology: Provide for improvements to the Edmond School District to include but not be limited to, purchasing and installing computers, digital devices, computer software, technology-related equipment, wireless networking equipment, phone systems, copiers, and technology-related support services. $16,000,000 Roofing: Renovate, replace, repair, and/or acquire roofing improvements district-wide as needed and as funds allow. $1,500,000 School Security: Improve and upgrade security district-wide as needed and as funds allow to include but not be limited to the installation and upgrades of surveillance systems, electronic security and door control devices, fencing, safety-related signage, badging, and card reader systems. $1,450,000 School Equipment: Provide for improvements to the Edmond School District to include but not limited to the purchasing of fine arts equipment and the purchasing of athletic equipment, as needed and as funds will allow at District high schools and middle schools, the purchase of child nutrition kitchen equipment, maintenance and school support vehicles and equipment as well as the purchase of library/media center books, software subscriptions, instructional equipment, instructional and supplemental materials as needed and as funds will allow district-wide. $12,800,000 HVAC: Acquire and improve HVAC units and related equipment district-wide as needed and as funds allow. $5,000,000 Flooring: Improve and upgrade flooring district-wide as needed and as funds allow. $1,000,000 Classroom Furniture: Acquire classroom furnishings district-wide as needed and as funds allow. $2,000,000 Lighting: Improve and upgrade existing fluorescent lights to LED lights district-wide as needed and as funds allow. $1,500,000 Playgrounds: Renovate, replace, repair, and/or acquire playgrounds, playground equipment, and playground surfaces district-wide as needed and as funds allow. $3,000,000 Parking Lots & Paving: Construct, improve and/or resurface parking lots, access roads and sidewalks district-wide as needed and as funds allow. $1,500,000 Post Oak Elementary School: Improve Post Oak Elementary located at Air Depot & Covell to include but not be limited to construction of multi-classroom additions and related building improvements. $18,000,000 Secure Entrances: Improve the main entrances of school buildings to include secure entrances as needed and as funds allow to include but not be limited to Angie Debo Elementary located at 16060 N. May and Washington Irving Elementary located at 18101 N. Western. $900,000 Elementary School Upgrades: Improve elementary schools district-wide as needed and as funds allow to include but not be limited to improving, renovating, upgrading, furnishing, and equipping classrooms and/or other elementary school facilities. $6,950,000 Middle School Upgrades: Improve middle schools district-wide as needed and as funds allow to include but not be limited to improving, renovating, upgrading, furnishing, and equipping classrooms and/or other middle school facilities. $2,000,000 Will Rogers Elementary School: Improve Will Rogers Elementary located at 1215 E. 9th to include but not be limited to elevator replacement, building renovations, improvements to the media center, and certain ceiling, lighting, and flooring improvements. $2,500,000 Charles Haskell Elementary School: Improve Charles Haskell Elementary located at 1701 NW 150th to include but not be limited to renovations and improvements to certain classrooms and offices. $1,500,000 Summit Middle School: Improve Summit Middle School located at 1703 NW 150th to include but not be limited to renovations and improvements to the upper floor to include but not be limited to ceiling, lighting, and flooring. $700,000 Cimarron Middle School: Improve Cimarron Middle School located at 3701 S. Bryant to include but not be limited to renovating the bus loop and improving HVAC equipment and controls. $1,000,000 Heartland Middle School: Improve Heartland Middle School located at 4900 Explorer Dr. to include but not be limited to improvements to the media center, stage, and cafeteria. $250,000 Sequoyah Middle School: Improve Sequoyah Middle School located at 1125 E. Danforth to include but not be limited to renovations and improvements to certain corridors. $750,000 High School Softball Upgrades: Acquire, construct, improve, equip and/or furnish improvements for School District high school softball facilities. $450,000 Memorial High School: Improve Memorial High School located at 1000 E. 15th to include but not be limited to constructing, acquiring, renovating, improving, equipping, and furnishing FACS classroom, auditorium storage space, and certain classrooms, and improvements to athletic facilities located in the vicinity of 1000 E. 15th. $2,650,000 Santa Fe High School: Improve Santa Fe High School located at 1901 W. 15th to include but not limited to the construction of the new Freshman Academy and improvements to certain locker rooms. $9,500,000 Mitch Park Pool Improvements: Improve the competition pool area used by the School District at the existing Mitch Park YMCA Aquatic Center located at 2901 Marilyn Williams Dr. to include but not be limited to HVAC, timing systems, and equipment. $500,000 Edmond Tennis Center Improvements: Improve the tennis facilities used by the School District at the existing Edmond Tennis Center located at 601 W. 15th to include but not be limited to court resurfacing, building repairs, and equipment. $200,000 Horizon Middle School (Phase 2): Construct, equip, furnish, and/or acquire Phase 2 improvements at Horizon Middle School located at Air Depot & Covell. $40,000,000 Edmond Public Schools Administration Center: Improve the Edmond Public Schools Administration Center located at 1001 W. Danforth to include but not be limited to constructing a secure entry vestibule, upgrading audio/visual equipment, and upgrading and improving Indian Education office space. $1,750,000 Support Facility Improvements: Improve the Edmond Public Schools Support Facilities to include but not be limited to constructing, acquiring, renovating, equipping and furnishing shop and/or service bays at the District Maintenance and District Transportation buildings. $1,000,000 Proposition #1 Total $136,350,000 Proposition #2 Purchase school transportation equipment to include large school buses and small school buses, auxiliary transportation equipment to include but not be limited to large-capacity sports utility vehicles and activity buses, and safety upgrades to certain transportation equipment. $3,650,000 Proposition #2 Total $3,650,000 WITNESS our hands as President and Clerk of the above Board of Education and the seal of said School District this 4th day of December, 2025. /s/ Courtney Hobgood President, Board of Education (SEAL) ATTEST: /s/ Judy Pendergraft Clerk, Board of Education LPXLP Publication Dates LOKL0432412
