PROGRAMMATIC DETERMINATION OF NONSIGNIFICANCE
Description of Proposal: 2025 Kitsap County Public Works Sewer Utility General Sewer Plan Update for Central Kitsap, Kingston, Manchester and Suquamish operating areas. This programmatic decision is for general sewer plans and future project upgrades within the 6 (Six) to 20 (Twenty) year planning period. This Plan Update is reviewed under SEPA permit #25-02523.
The Kitsap County General Sewer Plan Update for the Central Kitsap Basin, Kingston Basin, Manchester Basin and Suquamish Basin are currently in draft form and anticipated to be finalized by 2025. Projects identified in the Plan are to be completed in the next 6 to 20 years. The Plan identifies a number of future sewer and wastewater treatment system replacement projects in each of the 4 (Four) identified Kitsap County Wastewater Treatment Plants and associated sewer systems in each operation basin. As specific projects develop, they will be reviewed under the SEPA process as they are permitted. The General Plan areas have been reviewed with the following reports:

Location of proposal: The 6 to 20 Year Sewer Utility General Plans Update identify the 4 (Four) sewer facilities within the Kitsap County operating areas of Central Kitsap, Kingston, Manchester and Suquamish. Sewer Plans do not propose development of any specific site; any future development proposed will be reviewed separately under SEPA project review.
The lead agency for this programmatic, non-project action has determined that the DNS does not have a probable significant adverse impact on the environment. Accordingly, an environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request. This programmatic DNS is issued under WAC 197-11-340(2) and is not administratively appealable under chapter 21.04 KCC. The lead agency will not further act on this proposal for 14-days from the date below. Comments must be submitted by October 8, 2025
COMMENTS:
This is a non-project action per WAC 197-11-704(2)(b). Adoption of this programmatic decision by the Kitsap County Board of Commissioners is scheduled for the fall of 2025 with review by the Kitsap County Planning Commission.
