PROGRAMMATIC DETERMINATION OF NONSIGNIFICANCE
Description of Proposal: 2026 Kitsap County Public Works Solid and Hazardous Waste Management Plan. Update under Kitsap County Code Title 9, Health, Welfare and Sanitation.
Kitsap County Public Works Solid and Hazardous Waste Management Plan is an update to the County's long-range plans for solid and moderate risk waste. A Preliminary Draft of the Solid and Hazardous Waste Management Plan (the Plan) will be made available for public review and comment for 30-days and will be reviewed by the Washington State Department of Ecology. The Plan was also reviewed by the County's Solid Waste Advisory Committee, the Kitsap Public Health District, and all city councils within the County. The Plan is expected to be adopted by Kitsap County Commissioners and city councils within Kitsap County.
Kitsap County is required by state law to maintain a coordinated, comprehensive solid waste management plan to direct and guide solid waste management throughout the County. Under State law, Revised Code of Washington (RCW) 70A.205, plans are
required to be current and revised periodically. At a minimum, every Ecology approved plan must be reviewed every five years. For a solid waste plan to be considered current, all of the requirements under RCW 70A.205 must be satisfied and the plan must reflect the current status of the solid waste system. After review of the existing Plan, adopted in 2018 and revised in 2021, the County determined that the Plan needed to be updated. This proposed Plan update addresses changes that have occurred in the past five years and provides a number of recommendations for the future of solid waste management in Kitsap County. Most of these recommendations provide additional direction to existing policies and programs, based on the goals to decrease waste disposed through increased waste reduction, recycling, and composting, as well as reducing environmental impacts related to solid waste generation and management.
Kitsap County will continue to provide solid and hazardous waste management services throughout the County including additional waste diversion programs, and the implementation of statewide recycling and organics management laws. Additionally, the County will complete redevelopment improvements to existing solid waste facilities. A separate SEPA checklist has previously been prepared related to the implementation of improvements to existing facilities and submitted as part of the design work.

Location of proposal: The Solid and Hazardous Waste Management Plan addresses activities and programs related to solid and hazardous waste management that occur throughout Kitsap County. There are no location-specific proposals at this time.
The lead agency for this programmatic, non-project action has determined that the DNS does not have a probable significant adverse impact on the environment. Accordingly, an environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request. This programmatic DNS is issued under WAC 197-11-340(2) and is not administratively appealable under chapter 21.04 KCC. The lead agency will not further act on this proposal for 14 days from the date below. Comments must be submitted by May 13, 2026
COMMENTS:
This is a non-project action per WAC 197-11-704(2)(b). Adoption of this programmatic decision by the Kitsap County Board of Commissioners is planned for 2026.
