Lafayette HOME Consortium
Disclosure of a Conflict of Interest
The City of Lafayette, on behalf of the Lafayette HOME Consortium had awarded a grant to the Habitat for Humanity of Greater Lafayette to construct new homes for first time homebuyers. The grant funding comes from the HOME Investment Partnerships Program (HOME) and will assist homebuyers that are under an income threshold set by the U.S. Department of Housing and Urban Development. Habitat for Humanity of Greater Lafayette went through a request for qualifications process and has selected Anderson Plumbing as plumbing contractor on certain homes as part of the 2025-2026 build years.
A Board of Directors Member for Habitat for Humanity of Greater Lafayette is also a part owner of Anderson Plumbing and does not participate in the creation of the proposals as part of his duties for Anderson Plumbing. In addition, the Board Member has not participated in any approval of the hiring of Anderson Plumbing for 2025 and 2026 builds. Selection of contractors is completed by Habitat for Humanity staff. As such, the County will seek a waiver from the HOME Conflict of Interest, 24 CFR 92.356 on the following grounds:
1. Anderson Plumbing can provide an expertise to the projects requiring significant work on sewer and water lines buried at a depth of 12 feet or more, not available by the other bidders.
2. Habitat for Humanity of Greater Lafayette followed an open request for bids.
3. The affected person has withdrawn from his or her functions, responsibilities or the decision-making process with respect to the specific activity in question.
The Lafayette HOME Consortium is seeking input from the public regarding this conflict-of-interest disclosure. Citizens may respond or provide their input from March 6, 2026 – April 6, 2026. Comments may be sent to the Consortium at HOME@lha.lafayette.in.gov or Attn: HOME Conflict of Interest, Lafayette Housing Authority, 2601 Greenbush Street, Lafayette, IN 47904. The Consortium will submit a waiver request to the U.S. Department of Housing and Urban Development on April 7, 2026.
