Renewal of TV Operating Permit
Permit No. 28-05040
Franklin County
28-05040: INGENCO Wholesale Power LLC (201 Helios Way, Floor 6, Houston, TX 77079) for the electric generating facility in Peters Township, Franklin County.
INGENCO Wholesale Power LLC, is a major facility subject to the operating permit requirements of Title V of the Federal Clean Air Act and 25 Pa. Code, Chapter 127, Subchapters F (relating to operating permit requirements) and G (relating to Title V operating permit requirements). Actual 2024 air emissions from the facility are estimated at 9.63 tons PM, 45.67 tons NOx, 2.56 tons CO, less than 1 ton VOC, 11.65 tpy SO2, 10.24 total HAPs, 9.60 tons of a single HAP. The Operating Permit will include emission limits and work practice standards along with monitoring, recordkeeping and reporting requirements to ensure the facility complies with the applicable air quality regulations. Among other items, the conditions include provisions for the engines subject to the following regulations: NESHAP 40 CFR Part 63: Subpart ZZZZ— Nation Emission Standards for Hazardous Air Pollutants for Stationary Reciprocating Internal Combustion Engines.

A person may oppose the proposed operating permit, or may provide the Department with additional information to consider in its review, or may request a public hearing, by filing a written or email protest with the Department using the contact information listed above. Each submitted comment must contain the following:
Name, address and telephone number of the person submitting the comments.Identification of the proposed permit by the permit number listed above.A concise statement regarding the relevancy of the information or objections to the issuance of the permit.
A 30-day comment period, from the date of publication of this notice in the PA Bulletin or newspaper, will exist for the submission of comments or protests, or for requests for a public hearing.
