PUBLIC NOTICE OF INVITATION FOR PROPOSALS
Notice is hereby given that the Summit Hill Community Development Corporation (SHCDC) will accept sealed proposals until 2:00 p.m. local time, on Wednesday, October 17th, 2025 at the SHCDC, 1007 N. Summit St, Bloomington, IN 47404, where they will be publicly read aloud, for the following project:
SHCDC Townhouse Project #SHCDC-2025-01
SCOPE OF WORK: Full design and general contracting for the build of an affordable 4-unit townhome.
Project Documents will be available electronically October 1st 2025 by emailing rstill@blha.net. Hardcopy sets will also be available for pickup from 1007 N. Summit St, Bloomington, IN 47404.
Proposers are encouraged to attend the one-time pre-proposal conference and site visit, scheduled for Tuesday, October 1st, 2025 at 2:30 p.m. local time. This meeting will begin at 1007 N. Summit St., Bloomington, IN. Site inspections will follow the meeting. Attendance is not mandatory; however, strongly encouraged.
The estimated construction start is in early spring 2026, with a completion date by December 2026.
Each proposal must include a proposal guarantee, equivalent to five percent (5%) of the proposal amount, in the form of a bid bond, certified check, or cashier's check, payable to the Summit Hill Community Development Corporation. Detailed proposal requirements will be listed in the Project Documents. Assurance of completion will be required. The SHCDC reserves the right to reject any and all proposals, and to waive irregularities in any proposals. proposals are to be good for sixty (60) days.
A contract will be awarded to the highest-scoring proposal based on a rubric included in the RFP. The successful proposal is required to furnish an Assurance of Completion and insurance as stated in the Project Documents.
Contractor and all subcontractors will be required to comply with all applicable Federal, State, and Local regulations, codes, and requirements.
Contractor and all subcontractors are required to pay a minimum of the Davis-Bacon prevailing wage and benefits current at the time of proposal opening.
The work to be performed under this contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968.
SHCDC requires a drug-free and weapon-free workplace.
Disadvantaged, WMBE, Veteran-owned, and Section 3 businesses are encouraged to submit a proposal.
