PUBLIC NOTICE OF SUBMISSION MAJOR PERMIT MODIFICATION APPLICATION GROWS LANDFILL – PA DEP PERMIT NO. 100148 On or about November 26, 2025, Waste Management Disposal Services of Pennsylvania, Inc. (WMDSPA) will submit a major permit modification application to the Pennsylvania Department of Environmental Protection (PA DEP) for the GROWS Landfill (GROWS), a closed permitted municipal waste landfill, located at 1400 Bordentown Road, Morrisville, Pennsylvania. The application requests approval to remove condition 26.C.IV from the landfill's existing permit (PA DEP Permit No. 100148), which requires that landfill gas generated by GROWS be beneficially used. GROWS Landfill no longer generates landfill gas in quantity or quality suitable for beneficial use. The GROWS landfill gas collection system will remain active, and all gas collected will be flared using existing control devices to ensure continued safe operation at the site. The application does not request any other changes to the permit. Upon filing of the application, a copy will be available for review and copying at the Southeast Regional Office (SERO) of PA DEP, 2 E. Main St. Norristown, PA 19401. An appointment to review this application must be made with the PADEP, and fees for copying may be charged by the PA DEP. PA DEP will accept written recommendations for permit conditions, revisions, permit approval or disapproval, and comments from the public during the application review period, sixty (60) days of the receipt of the application, with the specific reasons described in the comments. Copies of the application will also be submitted to Falls township and Bucks County. The host municipality and county agencies may submit comments to PA DEP within 60 days of receipt of the application.
