PUBLIC NOTICE OF THE CITY OF TOLLESON, ARIZONA

PUBLIC NOTICE OF THE CITY OF TOLLESON, ARIZONA You are hereby notified that the City Council of the City of Tolleson ordered that a General Election be held for the City on November 3, 2026, to submit to the voters Proposition 416, a Permanent Base Adjustment to the City's state-imposed expenditure limitation. Pursuant to Article 9, Section 20, Subsection 6 of the Arizona Constitution, on April 15, 2026, the City Council, by adoption of Resolution No. 2635, authorized the proposed Permanent Base Adjustment to be submitted to the voters. Under Arizona law, the City's expenditure limitation is based on expenditures from Fiscal Year 1979-1980 and adjusted annually for inflation and population growth. Proposition 416 would permanently increase the City's 1979-80 base expenditure limitation by $39,033,506, increasing the base expenditure limitation to $40,000,000 beginning in Fiscal Year 2028. Thereafter, the adjusted base expenditure limitation would continue to be adjusted annually for inflation and population growth. If Proposition 416 is approved by the voters, the City will have additional expenditure authority to spend revenues it already receives from federal, state, and local sources to provide municipal services and programs. The City may utilize the additional expenditure authority for all lawful municipal purposes, including Public Safety (Police and Fire), Water and Wastewater services, Street and Infrastructure maintenance, Parks and Recreation, Public Works, and other City services. Approval of Proposition 416 does not increase or create any property tax or sales tax. If Proposition 416 is not approved, the City will continue to operate under its current expenditure limitation method. If the City is unable to obtain an alternative expenditure limitation in the future, the City may be restricted in its ability to spend revenues it already receives to provide municipal services and programs. You may submit an argument for or against Proposition 416, provided the argument does not exceed 300 words. Arguments must be filed electronically with the City Clerk at tolleson.cityclerk@tolleson.az.gov no later than 5:00 PM on August 5, 2026 to be published in the publicity pamphlet for the November 3, 2026 General Election. Arguments must include a sworn statement from the person sponsoring the argument; for organizations submitting arguments, the sworn statement must be from two executive officers; and for political action committees submitting arguments, the sworn statement of the committee's chairman or treasurer must be included. Language of the sworn statement may be the following: "I declare under penalty of perjury that the foregoing information is true and correct, and I am the sponsor of this argument advocating or opposing this measure, question or proposition." A person signing the argument must provide their residence address and telephone number to the City Clerk upon filing; only the name, city or town and state of residence shall appear in the pamphlet.
