PUBLIC NOTICE
Please take notice that Hutton Howell NJ ST LLC ("Applicant") has filed an application for development with the Howell Township Zoning Board ("Board") regarding real property located at 4880 Route 9 and designated as Block 74, Lot 8 on the municipal tax map. In 2022, The Board granted the Applicant's request for preliminary and final major site plan approval, use variance approval, and bulk variances to demolish the existing improvements and construct a 5,294 sf Modwash express car wash on the property. The Applicant now seeks amended preliminary and final major site plan approval to shift the car wash building from the southern side of the property to the northern side, in addition to a change in the proposed site access driveway.
The Applicant also seeks approval of the following variance under the municipal land use ordinance:
1. Section 188-11(B)- accessory structure in front yard area: No accessory structures are permitted within any front yard, whereas the applicant is proposing one bugwash cleaning box within the front yard area.
2. Section 188-11(B)- accessory structure in front yard area: No accessory structures are permitted within any front yard, whereas the proposed trash enclosure is partially located within the front yard area.
3. Section 188-12(A)- maximum wall height within front yard setback (northeast corner retaining wall): 4 ft permitted; 9.45 ft proposed;
4. Section 188-12(A)- maximum wall height within front yard setback (northwest corner retaining wall): 8 ft permitted outside of required setbacks; 9.65 ft proposed;
5. Section 256-5(B)3- maximum number of signs along Route 9: 2 permitted; 13 signs previously approved; 13 signs proposed (consisting of 2 wall signs, 1 pylon sign, 3 digital menu screen, 3 POS screens, and 4 directional signs).
The Applicant also requests any additional variances, submission waivers, additional exceptions, design waivers, de minimis exceptions, interpretations, modifications of conditions of prior approvals, continuation of any preexisting non-conforming conditions, conditional use approval, other approvals reflected on the plans (as same may be further amended or revised from time to time without further notice) as may be determined to be necessary during the review and processing of the application by the Board and its professional staff, and permits requested or required by the Board at the public hearing.
This application shall be considered by the Board at a public hearing on November 24, 2025 at 7:00 p.m. in-person at the Howell Township Municipal Building, Main Meeting Room, 4567 Route 9 North, 2nd Floor, Howell, New Jersey, at which time you may appear either in person or through an attorney and present any objection that you may have to the granting of this application. A copy of the application and supporting documentation is on file in the Board's office in the Howell Township Municipal Building, 4567 Route 9 North, Howell, New Jersey, and is available for public inspection during regular business hours.
