REQUEST FOR STATEMENTS OF QUALIFICATIONS
PROCUREMENT #2025-DBQ-016
Notice is hereby given that the San Joaquin Delta Community College District ("District"), located in San Joaquin County, California, acting by and through its Governing Board, hereby requests and will receive up to, but not later than December 15, 2025 at 2:00 pm, Statements of Qualifications ("SOQ"s) from Design-Build Entities interested in pre-qualifying to provide Design-Build Entity Services for the public works project commonly referred to as the Energy Efficiency project ("Project").
The Project is located at San Joaquin Delta College, 5151 Pacific Avenue, Stockton, CA 95207 and generally consists of repairs to the Stockton campus parking lots and HVAC, as well as install photovoltaic panels ("Solar Energy Installation") in the parking lots.
The Estimated Construction Cost of the Project is $33,500,000.
A mandatory pre-SOQ submittal conference will be held at 1:00 PM on November 24, 2025 at 5151 Pacific Avenue, Stockton, CA 95207 in the Mustang Room located in Danner Hall. While this meeting is not mandatory, it is highly recommended that all Design-Build Entities interested in pre-qualifying to provide Design-Build Entity Services for the Project ("Applicants") attend.
This procurement process will take place in two steps:
Step 1 is the Request for Qualifications process that is the subject of this Notice ("RFQ").
Step 2 will be a Request for Proposal process open only to Applicants that are pre-qualified via the RFQ process ("RFP").
Upon receipt and evaluation of the SOQs submitted in response to the RFQ, the SOQs will be scored, evaluated and ranked with the District selecting approximately three (3) pre-qualified Applicants, designated as "Finalists", to receive the RFP.
The documents contained in the RFQ represent only the instant pre-qualification (Step 1) component of this procurement, copies of which are now on file and may be obtained beginning November 17, 2025 on the OpenGov Portal located at the link below menu header "Supplier Information>Business Opportunities":

Statements of Qualifications shall be submitted via the same.
Applicants must be registered with OpenGov to submit their SOQs and to view and download the RFQ documents. There is no registration charge.
Each SOQ submission must conform and be responsive to this Notice and the Request for Qualifications document and all the Attachments and Exhibits thereto.
The District reserves the right to reject any or all SOQs or to waive any minor irregularities or minor informalities in the pre- qualification process. No Applicant may withdraw his/her/its SOQ after the date set for the opening of the SOQs.
Time is of the essence. Failure to submit a SOQ within the time set forth will result in rejection of the SOQ. Design-Build Entities, as defined by Education Code Section 81701 (c) must submit completed Pre-Qualification Questionnaires with their SOQ and be pre-qualified by the District for the Project. Achieving pre-qualification status is a pre-requisite to be able to propose on/for the Project via the Request for Proposals (Step 2) process.
The District encourages the participation of local and/or small businesses, including, but not limited to, minority, women, disabled, veteran or disabled veteran owned businesses, as suppliers, Prime Contractors, or subcontractors/subconsultants/suppliers for the Prime Contractor, as permitted by District's Administrative Procedure 6345.
