PUBLIC NOTICE Request for Proposal/Qualifications. The City of Richmond Parks and Recreation Department is requesting Statements of Proposal/Qualifications from interested professionals for operating, financing and Construction Services for the Richmond Whitewater Gorge. In accordance with IC 5-23-5, the City of Richmond, Indiana Parks and Recreation Department (City), invites any and all qualified parties to submit Statements of Proposal/Qualifications, under a public-private partnership, to obtain financing, construct, and furnish the Whitewater Gorge project, in Richmond, Indiana. An electronic PDF of the Statement of Proposal/Qualifications should be emailed to Denise Retz, Parks Department Superintendent at deniseretz@richmondindiana.gov and David Rainey, Veridus Group at drainey@veridusadvisors.com by 12:00 PM EST on January 15, 2026 in order to be considered.
