Notice is hereby given that CF Industries Blue Point, LLC has applied for a 401 Water Quality Certification to clear, grade, excavate, and place fill to construct a greenfield low carbon ammonia manufacturing facility that includes an ammonia plant, cooling towers, carbon dioxide compression, plant utility equipment, and storage and loading facilities. In addition, a marine terminal, a pipe rack consisting of a pipeline and associated infrastructure, a heavy haul road, process support facilities, a tank farm, and emergency flares will be constructed. Material dredged from the Mississippi River during construction will initially be placed in a previously permitted disposal area. All work will occur on the right descending bank of the Mississippi River off LA-405 near Modeste and northwest of Donaldsonville in Ascension Parish. CF Industries Blue Point, LLC is applying to the Louisiana Department of Environmental Quality, Office of Environmental Services for a Water Quality Certification in accordance with statutory authority contained in the LAC 33:IX.1507.A-E and provisions of Section 401 of the Clean Water Act.
