Public Notice Pursuant to the Pennsylvania Department of Environmental Protection Rules and Regulations and Clean Streams Law, notice is hereby given that East Point Aggregate, LLC., 925 Harvard Ave, Bethlehem, PA 18015, has made application to the Pennsylvania Department of Environmental Protection to transfer existing Noncoal Surface Mining Permit No. 5276SM8 and related Individual NPDES Permit No. PA0225762 from Pocono Transcrete, Inc., 140 Burger Road, Blakeslee, PA 18610. The transfer application includes a name change for the site from "Pocono Transcrete Quarry Operation" to "East Point Aggregate Blakeslee Operation". There are no other changes proposed under this transfer application. The receiving stream for the permit area is Twomile Run. The 25 Pa Code Chapter 93 antidegradation classification for this stream is HQ-CWF, MF (High Quality Cold Water Fisheries, Migratory Fisheries). The operation is located at 179 Burger Road, Tobyhanna Township, Monroe County. Access to Burger Road is from State Route 115 approximately 1.1 miles north of the intersection of State Routes 115 and Route 940. The operation can also be located on the Blakeslee, PA U.S. Geological Survey 7.5 minute topographic map by measuring 20.25 inches north and 14.25 inches west from the printed area on the lower right hand corner of the map. A copy of the application is available for public viewing at the Tobyhanna Township Government Center/Administrative Office, 105 Government Center Way, Pocono Pines, PA 18350. Written comments, objections, or a request for a public hearing or informal conference may be submitted to Mr. Michael Kutney, District Mining Manager, PA DEP Pottsville District Mining Office, 5 West Laurel Boulevard, Pottsville, PA 17901, no later than September 12, 2026, and must include the person's name, address, telephone number, and a brief statement as to the nature of the objection(s).
