PUBLIC NOTIFICATION
In accordance with requirements of the Pennsylvania Sewage Facilities Act No. 537, Lackawaxen Township is preparing to submit to the Pennsylvania Department of Environmental Protection (PADEP) an Act 537 Sewage Facilities Plan Update (Plan Update). This notice has been published to allow the general public to review and comment on the proposed Plan Update.
The Plan Update is designed to evaluate both short-term and long-term wastewater management for the Masthope Mountain Community Service Area within Lackawaxen Township, Pike County. The wastewater collection, conveyance, and treatment system are owned and operated by Aqua Pennsylvania Wastewater, Inc (Aqua), and within the next 5 years, the Selected Alternative is to implement the expansion and upgrade of the existing wastewater treatment plant (WWTP) with sequencing batch reactor (SBR) treatment process utilizing the existing discharge location. In addition, the Main Pump Station will be eliminated, and all other pump stations will be rehabilitated/replaced over the next 5-10 years.
The Planning Area watershed includes the Delaware River and the Westcolang Creek, along with their unnamed tributaries. The Westcolang Creek, along with its unnamed tributaries, is designated by PADEP as a High Quality-Cold Water Fishes (HQ-CWF). The Delaware River is designated by PADEP as a Warm Water Fishes, Migratory Fishes (WWF, MF).
This Plan Update is designed to evaluate cost effective and implementable alternatives. The wastewater collection, conveyance, and treatment system is regulated by the Public Utility Commission (PUC), and capital improvements to wastewater facilities are necessary to facilitate existing maintenance and growth. The project will be financed by Aqua in a measured approach to limit customer rate impacts. These investments will be reflected in a future rate case study submitted to PUC, which will render a decision in regard to any rate increase which may be approved. The table below provides an overview of the expenses for the 2 most cost effective project alternatives, including both capital costs and operational & maintenance (O&M) costs.

A 30-day review and comment period has been established commencing on the date of this advertisement to allow the general public to review and comment on the proposed Plan Update. The general public may review the proposed Plan Update during normal business hours (8 am – 3 pm) at the Lackawaxen Township Office, located at 169 Urban Road Hawley, PA 18428.
The general public may forward written comments to Mary B. Peters, Entech Engineering, Inc. at 239 South Mountain Boulevard, Suite 300, Mountain Top, PA 18707. All written comments must be received prior to the end of the 30-day public comment period. Entech Engineering will address any written comments prior to submitting the Plan Update to PADEP.
