RE-ADVERTISEMENT FOR BIDS – CBDG-I PROJECT

Separate, sealed BIDS for the Town of Fair Bluff for the 2023 Gravity Sewer Improvements (CDBG 22-I-4106) will be received by the Town of Fair Bluff at 1054 Main St, Fair Bluff, NC 28439 until 2:00 pm Eastern Time on October 21, 2025 and then at said office publicly opened and read aloud. The bidder shall show such evidence by clearly displaying his or her current license number on the outside of the sealed envelope in which the proposal is delivered, to ensure that the BIDDER is properly licensed under Chapter 87, General Statutes of North Carolina.
The project will include removal and replacement of ±3,638 LF of 8" – 12" gravity sewer, associated manholes, services, and paving work, lining of ±3,757 LF of 6" – 12" gravity sewer by CIPP, and rehabilitation of 23 manholes.

Printed copies of CONTRACT DOCUMENTS may be obtained at the office of the Engineer located at The ADAMS COMPANY, Inc., 708 Abner Phillips Rd., Warsaw, NC 28398 upon non-refundable payment of $ 250.00 for each set.

This project is being funded in whole or in part by the Community Development Block Grant Program (CDBG), as administrated by the North Carolina Department of Environmental Quality/Division of Water Infrastructure. All federal CDBG requirements will apply to the contract: Bidders on this work will be required to comply with Section 109 and E.O. 11246 which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI of the Civil Rights Act of 1964, Davis Bacon Act, Anti-Kickback Act, and Contract Work Hours and Safety Standards Act.
The Town of Fair Bluff is committed to and supportive of efforts to effectively maintain and/or increase the use of Small, Minority/Women-Owned Business, Veteran-Owned, and Historically Underutilized Businesses (HUB) contract participation for construction projects, services (including professional and consulting services) and commodities purchases, AND increase contract participation to offer employment, training and contracting opportunities in accordance with Section 3 of the Housing and Urban Development Act of 1968.
No contract may be awarded to any contractor that is debarred, suspended or otherwise ineligible to participate in Federally assisted contracts or programs. Any contract awarded to a prime contractor or subcontractor that is found to be ineligible for award must be terminated immediately. Prior to contract award prime contractors are to be actively registered, with no exclusions, with SAM.gov and not on NC Debarred Vendors list, to determine eligibility/debarment status.
No bidder may withdraw his/her bid within 60 days after the actual date of the opening thereof.
The Town of Fair Bluff reserves the right to waive any informalities or to reject any or all bids.
