REQUEST FOR PROPOSALS NOTICE IS HEREBY GIVEN THAT THE CITY OF BLOOMINGTON INFORMATION & TECHNOLOGY SERVICES WILL RECEIVE SEALED PROPOSALS FOR THE FOLLOWING: SWITCHYARD PARK CCTV SYSTEM RESTORATION The City of Bloomington Department of Information & Technology Services is requesting proposals from qualified and experienced vendors to provide labor, materials, and services for the restoration and enhancement of the CCTV system at Switchyard Park located in Bloomington, Indiana. The City is accepting electronic submissions only through the OpenGov e-Procurement Portal. Responses must be electronically submitted by 5 p.m. (EST) on Wednesday, October 8, 2025. Responses received after this date and time will not be considered or accepted. To access and download solicitation documents and upload proposals, Vendors must sign up using the link below to create a FREE account with the City of Bloomington's OpenGov e-Procurement Portal. This will also ensure notification of future solicitations issued by the City of Bloomington. https://procurement.opengov.com/signup The Project Information Packet is available for download at: https://procurement.opengov.com/signup The City is introducing a temporary contract compliance process that replaces the previously required Affirmative Action Plan and workforce breakdown form. The new Contract Compliance Certification form addresses key aspects of federal law, which include: (1) nondiscrimination of protected classes; (2) anti-harassment measures; (3) grievance processes for addressing discrimination and harassment; and (4) a prohibition against retaliation. This form will fulfill the requirements outlined in BMC §2.23.180 until the Common Council of the City of Bloomington considers new regulations regarding contracting with the City. All bidders, vendors, and grant recipients entering into contracts with the City of Bloomington valued at over $10,000.00 shall be required to submit the Contract Compliance Certification Form, which is included in the project information packet, along with all other required documents, as soon as possible. Anna Holmes, Contract Compliance Officer for the legal department, will issue a letter confirming receipt of the certification form and will specify a date for an annual review of the certification. It is strongly advised that you contact Anna Holmes at least 24 hours before the submittal deadline to ensure that your certification form complies with the City's requirements. The City of Bloomington reserves the right to accept or reject any or all proposals, in either whole or in part; to award a contract to other than the lowest proposal; to waive any irregularities and/or informalities; and in general, to make awards in any manner deemed to be in the best interest of the City.
