Description of Proposal:
Woodspring Suites (25-00737); The project proposal a 48,660 sf, 4-story, 122 room extended stay hotel with associated parking and utilities on 1.91-acre site that spans from the north side to the south side of the parcel. Parking improvements are proposed on the west side of the property behind the proposed building and on the east side of the site to connect the existing parking improvements to the proposed building, with a total of 110 parking spaces. The primary hotel access is from Myhre Road NW and secondary from NW Ridgetop Blvd. The property is part of a Hearing Examiner approved development on April 28, 2005, called Highland Business Park (04-21970) for a mixed-use commercial development on 8.5 acres for a two-story bank, retail and grocery outlet, two 3-story office buildings, a restaurant with shared access and off-parking. A Determination of Nonsignificance (DNS) issued on March 22, 2005, for the development. The approved building on the parcel was a 1-story 17,600 sf with 59 parking spaces with access from Ridgetop Boulevard NW and NW Myhre Road. The Woodsprings Suites Hotel is permitted use in Regional Commercial Zone, per KCC Title 17, reviewed by a Site Development Activity Permit, pursuant to KCC Tite 12. The applicant requested a minor parking reduction 122 to 110 spaces (10%), currently with SDAP approval per KCC 17.490.030.A, due to the standard exceeding demand and hotel is located on a Kitsap Transit line.
SEPA Determination:
The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after reviewing a completed environmental checklist and other information on file with the lead agency for consistency with KCC Title 17 Zoning, Title 19 Critical Areas, Title 22 Shoreline Master Program and Title 12 Stormwater. This information is available to the public on request.
Comment Period:
This DNS is issued after using the optional DNS process in WAC 197-11-355. The SEPA comment period previously occurred with the Notice of Application, dated April 25, 2025, for Notice of Application for Woodspring's Suites. There is no further comment period on the DNS. There is no further comment period on the DNS.
COMMENTS:The Department received consolidated comments from several parties representing the association and occupants: Kellie LeTexier, Kitsap Credit Union, Chris Rieland, Cavalon Place LLC, Pacific Title, Bien Nagli, Doctors Clinic, Chris Pirkey, Anchor Properties. Kitsap Credit Union and other tenants in the building association commented on the parking demand and concerns with the credit union drive-up window and access through the Kitsap Credit Union to access the west side off-street parking for hotel. The department reviewed the parking demand, and recorded access agreement information presented by the applicant. Kitsap County relies on the applicant's assurances that its easement rights provide adequate legal access under the recorded CC&Rs (AFN 200512300290).
Conditions:
Project shall follow Stormwater controls and provisions in Title 12.The project will be conditioned to follow KCC Titel 17 and is specifically guided to follow KCC 17.420.030 Design Standards, KCC 17.500 Landscaping standards and applicable requirements per Highland Business Park (04-21970).
