SE INDUSTRIAL PUBLIC IMPROVEMENTS – PHASE 2
To Whom It May Concern:
You are hereby notified that at 6:00 PM, Central Time on June 29, 2026, at the Bondurant City Hall, 200 2nd Street NE, Bondurant, IA 50035, there will be a public hearing on the proposed plans, specifications, award of contract, and estimated cost of the project. Any persons interested may appear and file objections to the proposed plans, specifications, award of contract, or cost of such improvement.
The general nature of the work is as follows:
This project includes construction of public infrastructure improvements in southeast Bondurant, Iowa, north of Interstate 80, along 32nd Street SE between Grant St S and Vermeer Drive, and intersection improvements at Pleasant Street SE. The improvements support development of the Vermeer industrial manufacturing facility and provide access, utilities, and stormwater infrastructure for the surrounding area.
Phase 2 includes approximately 7,800 linear feet of reconstruction of 32nd Street SE, converting the existing rural two-lane to an urban three-lane Portla d cement concrete (PCC) section, along with the extension of a 32'x12' precast arch culvert at mud creek. Additionally, the project includes approximately 500 linear feet of roadway reconstruction along and through the intersection of Pleasant St SE.
Major items of work include approximately 72,000 cubic yards of earthwork, 46,000 square yards of PCC pavement, 9,200 linear feet of storm sewer, 2,400 linear feet of 15" sanitary sewer and bore under Pleasant St SE, minor water relocations.
Construction staking and materials testing will be provided by the project Engineer, Shive-Hattery, Inc., and retained by City of Bondurant.
Work on said project shall commence within ten (10) days of a written Notice to Proceed and shall be fully completed by November 1, 2027.
An interim (substantial) completion date has been established for June 25, 2027. Interim Completion is defined as completion of all roadway grading, paving, and utility work necessary to open the roadway to traffic. Trail and sidewalk paving, as well as final seeding and site restoration, are not included in this requirement.
The duration of the work is critical to accommodate the opening of the Vermeer private development site.
Liquidated damages in the amount of two thousand five hundred dollars ($2,500.00) per calendar day will be assessed for each day the work associated with the interim completion date remains incomplete beyond June 25, 2027.
Liquidated damages in the amount of two thousand five hundred dollars ($2,500.00) per calendar day will also be assessed for each day the project remains incomplete beyond the contract completion date. Such damages may be deducted from retainage, final payment, or pursued through other legal remedies at the sole discretion of the City. The selection of any remedy shall not preclude the City from pursuing additional remedies. In the event legal action is required, the Contractor shall be responsible for all associated attorney's fees and expenses.
A "No Excuse Road Opening Bonus" in the amount of $250,000 has been included for achieving Interim Completion by June 25, 2027. Delays due to weather, change orders, quantity overruns, utility impacts, or any other cause will not be considered justification for modification of the interim completion date or for
payment of the bonus.
