In accordance with 24 CFR 91.115 (3) the State must provide citizens and units of general local
government a reasonable opportunity to comment on substantial amendments.
State of Nevada, Department of Business and Industry, Housing Division is proposing to amend
its Neighborhood Stabilization Program 1 (NSP1) Action Plan and Consolidated Plan, which was
approved by HUD in March 2009. These funds were authorized under Title 1 of the Housing and
Community Development Act of 1974, P.L. 93-383 as amended; and Title III of Division B of the
housing and Economic Recovery Act, 2008 (HERA) (P.L. 110-289, approved June 30, 2008) for
the redevelopment of abandoned and foreclosed upon homes and residential properties.
Rebuilding Together Southern Nevada (RTSNV) will use the NSP-funded fourplex, known as the
"Merlayne Project," as a low-income rental property serving clients at or below 80% of the Area
Median Income (AMI),. The State of Nevada has previously awarded $600,000 of NSP funds and
will allocate an additional $1,300,000.00 in NSP1 funds, for a total of $1,900,000 to RTSNV for
the rehabilitation of this property, located at 489 E. Merlayne Dr., Henderson, NV 89011, in census
tract 5439. RTSNV acquired and rehabilitated the existing four-unit structure, and the acreage also
allows for the new development of an additional four-plex. A total of 100% of its future rental
clients meet the 80% AMI threshold, with one fourplex designated for households between 51–
80% AMI.
