STATEMENT OF COUNCIL PROCEEDINGS September 19, 2025 4:30 p.m. Special Session The City Council of Boone, Iowa, met in special session in the City Hall Council Chambers on September 19, 2025, at 4:30 p.m. with Mayor Stines presiding. The following Council Members were present: Byrd, Kahookele, Moorman, Williamson. By Zoom: Hilsabeck, Angstrom. Absent: Henson. Moorman moved; Williamson seconded to approve the agenda as presented. Ayes: Kahookele, Moorman, Hilsabeck, Williamson, Angstrom, and Byrd. Nays: none. Moorman moved; Kahookele seconded to approve Resolution 3429 authorizing the execution of an agreement for the placing of an arch at the intersection of 5th Street and Story Street with Downtown Boone, Inc. Ayes: Moorman, Hilsabeck, Williamson, Angstrom, Byrd, and Kahookele. Nays: none. The Council reviewed various documents and photographs submitted by Downtown Boone, Inc. regarding the proposed arch design. It was noted that the City would receive all the contractors' Certificates of Liability Insurance upon approval of the contract. Moorman moved; Kahookele seconded to approve the design and material of the arch. Ayes: Hilsabeck, Williamson, Angstrom, Byrd, Kahookele, and Moorman. Nays: none.
